महाराष्ट्रातील निवडणुकीचा अर्थ:

महाराष्ट्रात नुकत्याच नगरपरिषदा,जिल्हापरिषदा, जिल्हापंचायत व महानगरपालिकांच्या निवडणुका पार पडल्या. त्या मध्ये काहीठळक गोष्टी समोर आल्या. त्या खालिलप्रमाणे.

1. मतदार याद्या अद्यावत नव्हत्या.

2. मतदान ओळखपत्र कित्येकांना अजूनहीमिळाले नाही.

3. मतदाराना शासनाने आवाहन करुनहीजनतेने आपल्या नांवाची खात्री करून घेतली नाही.

4. शासनाने मतदार याद्या अद्यावतकरण्याची जबाबदारी घेतली नाही. फक्त आवाहन केले.

5. राजकिय पक्षाने तिकीट न दिल्यामुळेकित्येक उमेदवारानी पक्ष सोडला व अपक्ष अथवा तिकीट देण्याऱ्या पक्षाशी घरोबा केला.

6. कित्येक खासदार व आमदार आपल्यापदाचा राजिनामा न देता दुसऱ्या पक्षाला मिळाले. त्यांचे दोन पक्ष झाले. एक पद टिकवण्याकरिताव दुसरा आणखी काही मिळविण्याकरिता. राजकिय पक्षांना आपल्या पक्षातून अशांना काढून टाकतायेत नाही. काढून टाकले तरी त्यांचे पद शाबूत राहते.

7. उमेदवारांनी प्रचाराकरिता खूपखर्च केला.

8. उमेदवार निवडुन आला (आली) नाही,तरी तो खर्च वसूल होणार याची उमेदवारांना खात्री असावी.

9. उमेदवारानी व राजकिय पक्षातीलनेत्यानी काय काम केले यावर प्रचारात भर देण्याऐवजी इतरांची उणी काढली.

10. उमेदवारानी असा रोडशो केला कीतो गुंडांचा दहशत शो वाटावा.

11. बहुतांश उमेदवारांनी मतपेढ्याअयोग्य मार्गांनी बनविल्या. त्यामुळे समाज निरनिराळ्या गटांत वाटला गेला. निरनिराळ्यागटांत दुही माजविल्यामुळे भविष्यात भांडणे वाढण्याची शक्यता निर्माण झाली.

12. रोडशो करिता निवडणूक आयोगाने 3दुचाकी वाहने किंवा 2 चारचाकी वाहनांना सवलत दिली होती. परंतु, या नियमाचे कोठेच पालनझाले नाही. निवडणुक आयोगानेही याची दखल घेतली नाही.

13. बहुतांश उमेदवारांना पैसे देऊनकार्यकर्ते जमवावे लागले. वर जेवण व दारूही मोफत पुरवावी लागली.

14. कित्येक उमेदवारांनी मतदाराकडूनमतदान करीन अशा शपथा घेतल्या. अर्थात त्या फुकट नसाव्यात.

15. घराघरांत जाऊन उमेदवारानी मतदानक्रमांक व केंद्र यांची माहिती मतदारांना दिली.

16. मतदार उत्साहित नव्हते. मतदान40 ते 57 टक्के म्हणजेच निम्या किंवा त्या पेक्षा जास्त मतदारांनी आपला हक्क बजावलानाही.

17. काही पक्षानी मतदारांना मतदानाकरिताअक्षरशहा घराबाहेर काढले.

18. शिवसेनेला चाळीतील आणि फ्लॅट मधीलमतदारांना मतदान केंद्रावर नेण्यात सर्वांत जास्त यश मिळाले.

19. तरुण मुले, उच्च मध्यमवर्ग व उच्चवर्गाने मतदानाकडे पाठ फिरविली.

20. जे मतदान करत नाहित ते शासनांवरटीका करण्यात अग्रेसर असतात.

इतरानी आणखीही गोष्टी पाहिल्या असतील. त्याबद्दल लिहलेतर मी आपला आभारी राहीन. जे मी पाहिले त्यामध्ये बदल अपेक्षित असेल तर माझ्या मते खालीलबदल प्रत्यक्षात आणावे लागतील.

1. शासनाने संपूर्ण भारतातील मतदारांचीएकच यादी बनवावी. त्या यादीत मतदाराच्या माहिती सोबत त्याचा मतदार विभाग (कमीत कमीराज्यातील आमदारांचा मतदारसंघ म्हणजेच कॉन्स्टिट्युन्सी) असावा. त्याच बरोबर इतर निवडणुकांचेमतदारसंघ म्हणजे कॉन्स्टिट्युन्सी सुद्धा असावी. ई-संगणकप्रणालीद्वारा याद्या बनवितानामतदारसंघनिहाय यादी बनविणे सोपे जाईल. जन्मस्थानाचा पोस्टल पिनकोड, जन्मतारिख, आधारकार्ड,रेशनकार्ड, पॅनकार्ड, वाहनपरवाना व तत्सम इतर परवान्यांचे क्रमांक त्या यादीत असावेत.या माहितीमुळे नांवाची पुनरोक्ती होण्याचे प्रमाण नगण्य अथवा शून्य होईल. तसे पाहिलेतर आधार कार्डामध्ये ही सर्व माहिती असावयास पाहिजे. आधारकार्ड देण्याआधी इतर कार्डांवरीलमाहिती त्या मध्ये नोंद करण्यास संगणकामुळे फारसे कष्ट घ्यावयास लागणार नाहित. आधारकार्डाद्वारेसंपूर्ण माहिती एकत्रितपणे देता येणे शक्य आहे. एकदा संपूर्ण जनतेला आधारकार्ड दिल्यावरपुढे त्या मध्ये बदल करणे शक्य आहे. मृत्यु दाखला देताना आधार कार्ड परत करणे अनिवार्यकरावे. त्याच प्रमाणे जन्म नोंद करताना आधारकार्ड बनवून द्यावे. ठराविक प्रसंगी त्यामध्ये बदल करत राहवेत. सध्या शासनाची जबाबदारी केवळ जनतेला आवाहन करणे व जर कोणी शासनाकडेगेले तर कार्ड बनवून देणे इतपतच आहे. या मध्ये बदल घडविणे अत्यावश्यक आहे. शासनानेसंपूर्ण जबाबदारी घेतली तरच जनतेतील प्रत्येकाकडे कार्ड असेल. याचा सरळ अर्थ असा कीएखाद्या व्यक्तीकडे कार्ड नसेल तर शासकिय अधिकाऱ्याला जबाबदार धरावे व त्याला शिक्षाकरावी. कार्डांचा गोंधळ थांबविण्याकरिता हा बदल अनिवार्य आहे.

2. निवडणुक अधिकाऱ्याने प्रत्येकालामतदार ओळखपत्र द्यावे. ही त्याची (तिची) जबाबदारी समजावी. त्या करिता विद्यार्थी तसेचविद्यार्थिनिंची मदत घेता येईल. निवडणुक अधिकाऱ्याने मतदारसंघाची भौगोलिक विभागणी करूनएक एक विभाग एका एका विद्यार्थाला किंवा विद्यार्थी गटाला द्यावा. त्या विभागात नोंदणीझालेल्या मतदारांची यादी द्यावी. विद्यार्थांनी दिलेल्या विभागात जाऊन दोन कामे करावीत.पहिले, ज्यांना ओळखपत्र दिले आहे त्यांची तपासणी करावी व त्यातील बदल नोंद करावेत.या नोंदीनंतर त्याना निवडणुक अधिकाऱ्याला भेटण्याची वेळ ठरवून व लागणाऱ्या कागदपत्रासहमाहिती लेखी द्यावी. त्या मतदारांनी दिलेल्या वेळेवर निवडणुक अधिकाऱ्याला भेटून सर्वबदल करून घ्यावेत. दुसरे काम नवीन मतदारांना ओळखपत्र देण्याचे. अशा व्यक्तींची माहितीनोंदवून त्यांना निवडणुक अधिकाऱ्याला भेटण्याची वेळ व्यक्तीच्या सोईने ठरवावी व तसेपत्र द्यावे. त्या व्यक्तींनी दिलेल्या वेळेवर निवडणुक अधिकाऱ्याला भेटून नोंद करूमघ्यावी. नोंदणी झाल्यावर निवडणुक अधिकाऱ्याने ओळखपत्र देऊन त्याचा यादीतील क्रमांकपोचपावतीवर द्यावा. ही प्रक्रिया सतत चालू राहावी. जेंव्हा एखादी निवडणूक असेल तेंव्हाएक तारीख ठरवून त्या तारखेच्या आतील मतदारांची यादी बनवून त्यां मतदारांना मत देण्याचाअधिकार द्यावा. या प्रकारे निवडणूक आयोग सतत कार्यरत ठेवल्यास गोंधळ होणार नाही.

3. उमेदवाराचा अर्ज निवडणुकीकरतास्वीकारते वेळी सध्या काही निकष पडताळून पाहिले जातात. त्या मध्ये आणखी काही निकष जोडावेत.पहिला निकष उमेदवाराची निष्ठा. उमेदवाराने निवडणुकपूर्व सहा वर्षांमध्ये आपली निष्ठाकायम ठेवली पाहिजे. जर उमेदवार अपक्ष असेल अथवा एकाद्या पक्षाचा सदस्य असेल तर तो त्याचपक्षाचा सदस्य अथवा अपक्ष असेल तर तसाच अपक्ष असलाच पाहिजे. हा निकष मंजूर झाल्यानंतरच्यानिष्ठेबद्दल असावा. म्हणजे उमेदवाराने नियम मंजूर होण्याअगोदर एक दिवस आधी निष्ठा बदललीअसेल तर त्याला हा निकष लागू नसावा. त्याच बरोबर एक निकष असाही असावा की उमेदवाराच्यासंपत्ती वाढीचा निवडणूकपूर्व 6 वर्षांचा आलेख घ्यावा. त्यामध्ये जो बदल झाला असेल तोयोग्य यंत्रणे मार्फत तपासून ती वाढ योग्य प्रकारे झाली आहे हे तपासून पाहावे. ती वाढयोग्य प्रकारे झाली नसेल तर त्या उमेदवाराचा अर्ज रद्द समजावा. तिसरा निकष असा असावाकी, निवडून झाल्यावर जर निष्ठा बदलली म्हणजेच पक्षांतर केले अधवा पक्षाने निलंबित केलेकिंवा त्याचे (तिचे) सदस्यत्व रद्द केले तर त्याचे (तिचे) पद आपोआप रद्द व्हावे. त्याला(तिला) पहिल्या निकषाप्रमाणे सहा वर्षे निवडणूक लढवता येणार नाही.

4. उमेदवाराची सार्वजनिक काम करण्याचीयोग्यता अर्ज स्वीकारताना पहावी. निवडणुक लढवू इच्छिणाराकरिता काही अभ्यासक्रम असावेत.ते सर्टिफिकेट, डिप्लोमा, डिग्री या स्तरावरचे असावेत. स्थानिक स्वराज्य संस्थांकरितासर्टिफिकेट अभ्यासक्रम पुरेसा असावा. विधनसभेकरिता डिप्लोमा अभ्यासक्रम तसेच लोकसभेकरिताडिग्री अभ्यासक्रम असावा. उमेदवाराने या प्रमाणे अभ्यासक्रम पूर्ण केला असेल तरच त्याचाअर्ज ग्राह्य समजावा. अभ्याक्रम कसा असावा त्यावर विचार करुन निर्णय घ्यावा.

5. उमेदवाराला समाजसेवेचा अनुभव असलाचपाहिजे. तो नसेल तर त्याचा अर्ज स्वीकारु नये. स्थानिक स्वराज्यसंस्थांकरिता निवडणुकलढवणारांना 5 वर्षे, विधानसभेकरिता 10 वर्षे व लोकसभेकरिता 15 वर्षे अनुभव ग्राह्यधरावा. तो अनुभव कसा असावा त्याकरिता नियम बनविले पाहिजेत. ज्यानी ही पदे सांभाळलीआहेत त्यांना थोडी सूटही द्यावी.

6. उमेदवाराचा प्रचारखर्च शासनानेकरावा. उमेदवार कोट्यावधिचा खर्च करून निवडुन येतात त्याचा अर्थ ते भ्रष्ट मार्ग अवलंबिणारच.म्हणजे निवडणूक खर्चाच्या कित्येक पटीत खर्च वसूल करणारच. शासनाने डोक्यामागून घासघेण्याऐवजी सरळ घास घ्यावा. त्या मुळे खर्च कितीतरी कमी होईल. उमेदवाराला भ्रष्टाचारकरण्याची आवश्यकता राहणार नाही. यातूनही जर कोणी निवडणुकी नंतर भ्रष्टाचाराचा मार्गअवलंबिला तर त्याला (तिला) शिक्षा करावीच व नंतर भविष्यात कोठलीही निवडणुक लढविण्यावरसंपूर्ण आयुष्यभर बंदी घालावी. शासनाने प्रचार करण्याकरिता एक पद्धत बनवावी व सर्वउमेदवारांचा प्रचार एक प्रकारे करावा. प्रथम उमेदवाराच्या माहितीचा मसूदा बनवावा. तोनिरनिराळ्या वर्तमानपत्रांत व वेबसाईटवर टाकावा. त्यावर सूचना मागवाव्यात. सूचनांचाविचार करून मसूदा दुरुस्त करावा. ही प्रक्रिया निवडणुका दृष्टीपथात नसताना सुद्धा पूर्णकरता येईल. हा मसूदा वेबसाईटवर ठेवावा. जेणेप्रकारे तो उमेदवारांना केंहाही कोठेहीप्राप्त व्हावा. उमेदवाराच्या अर्जाबरोबर त्याची माहिती स्वीकारावी. ज्यांचे अर्ज तपासाअंतीग्राह्य धरले जातील त्यांची माहिती मतदारसंघनिहाय पुस्तिकांद्वारे छापून त्याची प्रतप्रत्येक मतदाराला द्यावी. या मध्ये भाषेचा प्रश्न येऊ शकतो. त्याकरिता त्रिसूत्रीचाअवलंब करावा. त्रिसूत्री म्हणजे राज्यभाषा, हिंदी व इंग्रजी. मतदारापर्यंत पुस्तिकापोहचवण्याकरिता विद्यार्थांची मदत घ्यावी. विद्यार्थ्यांना त्यातून थोडाफार आर्थिकलाभ द्यावा. त्यांना मतदाराकडून पोहोचपावती मिळवून निवडणुक अधिकाऱ्यापर्यंत पोहोचवायचीजबाबदारी द्यावी. निवडणुक अधिकाऱ्याने पोहांेचपावतीवरील हस्ताक्षर अथवा अंगठ्याच्यानिशाणीची खातरजमा करून घ्यावी. प्रचाराकरिता वर्तमानपत्र, केबल, दूरदर्शन, सभा वगैरेचाहीउपयोग करावा. तो समप्रमाणात असावा. सभेकरिता व्यासपीठ बनवून सर्व उमेदवाराना सारखाचवेळ प्रत्येक व्यसपीठावर द्यावा. सर्वांचा प्रचार सारखाच केला जाण्याची सुविधा निर्माणकरावी. याउपर कोठल्याही उमेदवाराने एक पैसाही खर्च केला तर त्याचा अर्ज अगदी मतदानाच्यादिवशीही फेटाळून लावावा. जर योग्य पुरावा मिळविण्यात वेळ लागणार असेल तर त्या मतदारसंघातीलमतमोजणी लांबणीवर टाकावी. पुरवा मिऴविण्यास कालमयार्दा असावी. त्या कालमर्यादेत पुरावान मिळाल्यास मतमोजणी करून निकाल जाहीर करावा. त्या नंतर मात्र या विषयावर कोठलीही तपासणीकरू नये. निकाल बदलू नये. याचा दुरुपयोग होऊ शकतो. कोणीतरी दुसराच उमेदवाराचे पोस्टरलावणे अथवा तत्सम गोष्ट करू शकतो. हे ध्यानात ठेऊन योग्य तपासयंत्रणे द्वारे पूर्णतपास करूनच कारवाई करावी.

7. उमेदवारानी एकमेकाची उणी दुणीकाढण्यापेक्षा स्वकर्तृत्वावर भर द्यावा. निवडणुक आयोगाने त्यावर लक्ष द्यावे व भ्रष्टाचाराचेमुद्दे आढळल्यास योग्य तपासयंत्रणेकडे तपासाकरिता द्यावेत. तपासयंत्रणेच्या अहवालमध्येज्या उमेदवारावरचे आरोप सिद्ध झाले त्या उमेदवाराची उमेदवारी रद्द करावी.

8. निवडणुक आयोगाने प्रत्येक मतदारालामतदार क्रमांक, मतदानकेद्र, तारीख व वेळ याची माहिती मतदानापूर्वी एक आठवडा लिहून द्यावी.

9. मतदान केल्यास त्याच (वरील) चिठ्ठीवरशिक्का मारून मतदाराला मतदान केल्याचा पुरावा म्हणून ती चिठ्ठी परत द्यावी. हा पुरावाबोटावरील शाईच्या खुणेच्या अतिरिक्त असावा.

10. जो मतदान करणार नाही त्याला भारतीयनागरिकत्त्वाचे सर्व फायदे नाकारावेत.

11. पुष्कळशा मतदारांचा अक्षेप आहेकी, निवडणुकीच्या रिंगणातील एकही उमेदवार योग्य नाही. त्याकरिता निवडणुक प्रक्रियेतमतदारांना एक पर्याय आहे. परंतु हा पर्याय व्यवहारी नाही. त्याकरिता निवडणुक केंद्रावरएक अर्जाचा मसुदा देण्याची जबाबदारी निवडणुक केंद्र प्रमुखावर आहे. तो भरून मतदान नकरता मतदार जाऊ शकतो. त्याला कोठलाही उमेदवार योग्य नाही हे म्हणणे मांडता येते. मतदानकेले हे गृहित धरले जाते. ही सोय मात्र व्यवाहार्य नाही. एखाद्याच निवडणुक केंद्र प्रमुखालाहा नियम माहिती असतो. नियम माहिती असला, तरी मसूदा केंद्रावर नसतो. त्यामुळे हा पर्यायअभावानेच वापरला जातो. त्या ऐवजी मतदारपत्रिका किंवा मतदानयंत्रावर हा पर्याय असावा.अग्रभागी "खालीलपैकी कोणीही उमेदवार योग्य नाही" असा एक उमेदवार शासनातर्फेनिवडणुकीच्या रिंगणात असावा. त्याला बहुसंख्य मतदारांनी मत दिले तर त्या मतदारसंघातपुन्हा निवडणुक घ्यावी. त्या निवडणुकीत तसेच पुढील 6 वर्षे कोठल्याही निवडणुकीत भागघेण्यास नाकारलेल्या उमेदवारांना स्थान नसावे. त्याना कमीत कमी 6 वर्षे बंदी असावी.

12. पुष्कळवेळा निरनिराळे राजकीयपक्षसत्तेकरिता एकत्र येतात. एकमेकाशी युती करून आघाडी बनवितात. अशी आघाडी जर निवडणुकपूर्वअसेल तर न्यायोचित धरावी. अन्यथा तिला परवानगी नसावी. निवडणुको पुन्हा घ्याव्यात. नवीननिवडणुकां घेताना अगोदरच्या निवडणुकीतील सर्वचउमेदवारांवर 6 वर्षांची बंदी घालावी.

13. निवणुकीनंतरही निवडुन आलेल्याप्रतिनिधीवर जनतेचा वचक आसावा. त्याकरिता अंदाजपत्रक जनतेच्या सूचना घेऊन बनवावे. सूचनाघेणे ही प्रक्रिया अव्याहत चालू असावी. एक तारीख ठरवून त्या तारखेपर्यंतच्या सूचनाअंदाजपत्रकांत विचारात घ्याव्यात. दर 3 महिन्यानी खर्चाचा ताळेबंद जाहीर करावा तसेचतो वेबसाईटवर ठेवावा. जर खर्च अंदाजपत्रकाप्रमाणे केला नाही तर निवडुन आलेल्या प्रतिनिधींनीत्याचा खुलासा करावा. त्यावरील अक्षेपाना योग्य कारणे द्यावीत.

या मध्ये आणखी मुद्दे जोडतायेतील. महाराष्ट्राच्या, भारताच्या नागरिकांनी ते जोडावेत.

शिक्षा का महत्त्व सभी जानते है।मगर गाँव में रहनेवाली जनता को व्यावहारिक शिक्षण के बारे में कोई प्रयास नज़र नहीआता। गाँव की जनता के लिये प्रयास हो रहे है। बहुत सारी योज़नायें बनी है। मगर इन योज़नाओंकी जानकारी किसी को नही है। भले ही दूरदर्शन का माध्यम शासनने चुना है। मगर कितनी ज़नतादूरदर्शन देख पाती है? दूसरी बात यह है कि जो ज़ानकारी दूरदर्शन पर दी जाती है वह पूरीनही होती। उदाहरण के तौर पर निराधारों के लिये पेन्शन योजना है। उस का ब्योरा देतेसमय कितनी राशि दी जाती है उसका विवरण नही होता। जब यह राशी किसि के पास पहुँचती हैतब आधी के लगभग होती है। गाँववाले समझते है कि उतनी ही राशि शासनने तय की है। खेत मेंआधुनिक तंत्रज्ञानसे ज़ादा उपज़ हो सकती है यह बहोत सारे किसान जानते ही नही। गाँवके लोगों को बहुत सारी जानकारी नही है। यह जानकारी आसानीसे उन्हे प्राप्त हो जायें।दूसरी बात सही दाम की। गाँववाले फसल उगाते है, काटते है, वाज़ार में लाते है, मगर उसेयोग्य कीमत नही मिलती। किसानों को बीज़ नही मिलते, खेती की आधुनिक जानकारी नही मिलती।उपज़ सुरश्रित रख़ने के लिये सुविधा नही है। ऐसे बहोत सारे प्रश्न है। गाँववालों काप्रशिक्षण अनिवार्य है। शासन इस के लिये ठोस कदम उठाये तो यह हो सकता है। इस के लियेकाफ़ी मेहनत करने की ज़रूरत है। मेरे विचार में यह वास्तव में लाने के लिये कमसे कमहर तेहसिल में एक प्रशिक्षण केंद्र बनाना अनिवार्य है।

ऐसा केंद्र हो जिधर हर बात कीज़ानकारी मिले, संशोधन हो और हर सुविधा निर्धारित दाम पर मिलें। ऐसे केंद्र के लियेबड़ी ज़गह लगेगी। शायद 100 हेक्टर या उससे भी ज़ादा। शासन को ऐशी ज़गह मिल सकती है।किसान भूमी देंगे, यदी शासन का हेतु साफ़ हो। भूमी ज़िस कार्य के लिये ग्रहण की हैवह उसी कार्य के लिये इस्तेमाल करनी चाहिये। ज़मीन शासनने खरीदने के बज़ाय भाड़े परलेनी चाहिये। याने ज़मीनधारक का हक़ शाबूत रहे। हर साल शासन ज़मीनधारक और उस के पश्चातउस के वारीस को किराया देती रहे। किराया जमीन की पिछले 5 साल की औसत उपज़ और वर्तमानमें हर साल की आधी उपज़ पर निर्भर करनी चाहिये। याने इस में जो ज़ादा हो वह किसान कोऔर उस के पश्चात उस के वारीस को मिलना चाहिये। यदी भूमिअधिग्रहण कानून में यह बदलावहो तो विकास करने के लिये भूमी मिल सकती है।

शुरवात प्रशिक्षण केंद्रसे काजाय। यह केंद्र पुरा आवासी होना चाहिये। प्रशिक्षणार्थीओं को रहने की और प्रशिक्षणकी सुविधा दी जाय। पूरी सुविधा मुफ़्त में दी जाय। शुरी में सिर्फ़ शासन की योज़नाओंकी पहचान कराई जाय। धीरे धीरे गाँवसे संबंधित और विषय जोड़े जाय। पाँच साल में प्रशिक्षणार्थीओंको शासन की योज़नाओं के साथ आरोग्य, पानी (जलसंवर्धन के साथ), बिज़ली, सड़क और ख़ेतीके विषय में पूरी ज़ानकारी दी जाय। तेहसील में पायी ज़ानेवाली हर तरह की ज़मीन का नमुनाकेंद्र में होना चाहिये। ज़ो नमुना नही है वह कृत्रिम रीतिसे बनाया जाय। ख़ेती के आधुनिकतंत्रज्ञानसे प्रशिक्षणार्थीओं को अवगत किया जाय। प्रशिक्षणार्थीओं को गाँव के सुधारके लिये पूरी और अद्यावत ज़ानकारी मिलनी चाहिये। इस केंद्रसे जो भी प्रमाणपत्र प्राप्तकरेगा वह निष्णात होना चाहिये। प्रशिक्षार्थीओं को संगणक (कॉम्प्युटर) और इंटरनेट कीभी अच्छी जानकारी दें। प्रशिक्षण के बाद वह अपना ख़ुद का कार्यालय प्रस्थापित करें।इंटरनेटसे नमुना अर्ज ले कर लोगों को दे दे और वह ठीक तरह भर के शासन के कार्यालम मेंपहुँचा दे। शासन का कार्यालय ऐसे अर्ज स्वीकार कर के निश्चित समय में उस पर कार्यवाहीकरें। शासन की योजनाओं का लाभ लोगों तक पहुँचाये। प्रशिक्षण प्राप्त व्यक्ती को शासनआर्थिक मदद ब्याज पर दे दे। शासन भलेही उसे नौक़री ना दे वह गाँववालों की सहाय्यताकर के अपनी रोजी रोटी कमा सकता है। खुद के रोजी रोटी कमाने के साथ गाँव का विकास भी कर सकता है।

किसानों को उपज़ का खर्च़ा भीनही मिलता। इस का प्रमुख कारन, उपज़ एक साथ पूरे क्षेत्र में होती है। ग्राहकों कोपूरे साल में जरूरत होती है। जिन के पास पैसा होता है या जों बैंकसे या कोई और ज़गहसेकर्जा प्राप्त कर सकते है वे उपज़ के समय मामूली क़ीमत दे के उस का संग्रह करते हैऔर अपने मर्जीसे ग्रहकों को सालभर बेचते है। बेपारीओं का आधा काम शासनने करना चाहिये।याने की उप़ज का संग्रह करने की सुविधा क़िसानों को किरायेपर देनी चाहिये और ख़ेतीकी उपज़ ग्राहकों के पास माँग के हिसाबसे पहुँचाना चाहिये। उपज़ का संग्रह करके सम्हालनेकी ज़बाबदारी यदी शासन निभाये तो किसानों को अच्छे दाम मिल सकते है, ख़ेती फ़ायदे मेंहो सकती है और उपज़ बढ़ सकती है याने ग्रामविकास हो सकता है। यह दूसरा कदम होना चाहिये।

बहुत सारे गाँवों में पानी कीसमस्या गेभीर है। हालाँ की सि पर कफ़ी संशोधन हुआ है, मगर यह संशोधन गाँववालों के पासपहुँचाना चाहिये। जलसंधारण नीति अपना के हर गाँव पानी के बारे में स्वयंसिद्ध हो सकताहै। इस संशोधन का प्रशिक्षण भी ऐसे केंद्र में देना चाहिये। प्रशिक्षण प्राप्त होनेका बाद इस व्यक्ती की सहायतासे हर गाँव अपनी जलसंधारण योज़ना बना सकता है। इसी तरहहर गाँव खेती के लिये बीज़ पैदा कर सकता है, गोबरगॅस का इस्तेमाल कर सकता है, सौर ऊर्ज़ासेगाँव का अंधेरा दूर कर सकता है। इस की चावी है प्रशिक्षण और वित्तिय सहायता। प्रशिक्षणके लिये 2-2 हेक्टर क्षेत्र के हिस्से ऐसे बनाये जैशी ज़मीन गाँव में हो। हर क्षेत्रमें कौनसा बीज ऐर कैसे बोना चाहिये यह निश्चित करने के लिये प्रयोग करने चाहिये। जबफ़ायदेमंद निष्कर्ष प्राप्त होंगे तब प्रशिक्षित व्यक्ती वह गाँववालों तक पहुँचा सकताहै। गाँववाले उसे अपनाकर उपज़ बढ़ा सकते है। इस तरह खेती फ़ायदेमंद हो सकती है। शासनको इस के लिये काफ़ी मेहनत करनी पडेगी। मगर यह मेहनत फलदायी होगी। शासन का यह तीसराक़दम अहम है।

आज़ कल किसानों के पास ख़ेती केलिये बैल नही होते। किसान यंत्रांपर बिस्वास ज़ता रहा है। मगर किसानों के पास जमीनकम होने की वज़हसे किसान पूरे यंत्र ख़रीद नही सकता। उसे बड़े जमीनदारों के उपर निर्भररहना पड़ता है। हर काम का निश्चित समय होता है। यदी समय पर काम नही हुआ तो पूरे सालकी मेहनत बरबाद हो सकती है। शासन इस केंद्र में ठीक पैमाने पर ख़ेती में इस्तमाल होनेवालेसब यंत्र रख़ सकती है औेर किसानों को सही समय पर किराये पर दे सकती है। इस का किरायाशासन उपज़ बेचने के बाद ले सकती है। यह किराया पैसों में लेने के बज़ाय उपज़ के ज़रियेले तो किसानों को ज़ादा सहुलियत होगी। भारत में बार्टर पद्धति हज़ारो सालसे प्रचलितहै और यह किसानों के लिये पूर्ण फ़ायदेमंद साबित हुई है। इस में निजी क्षेत्र की मददली जा सकती है। जनता को इस का दोहरा फ़ायदा होगा। यंत्र बनानेवाला किसानों को सही समयपर यंत्र उपलब्ध होंगे और साथ में यंत्र बनानेवाला उद्योग बहरेगा।

इस के अलावा काफ़ी कुछकिया ज़ा सकता है। आरोग्य प्रशिक्षण, उर्जा उत्पादन, वनरोपण, जलसंधारण ऐसे कई मुद्देहै जो गाँव को स्वयंपूर्ण कर सकते है। परिवहन के लिये एक शहरसे दूसरे शहर तक कॉरिडॉर(गलियारा) बना के शहरों को गाँव पहुँचाया जा सकता है। इससे ना सिर्फ गाँव स्वयंपूर्णहोगे बल्कि जनता की क्रयशक्ति बढ़ेगी और पूरा देश आगे बढ़ता रहेगा। भारत की तरक्कीके लिये यह फ़ायदेमंद होगा और विकास की गंगा हमेशा के लिये बहती रहेगी। हर भारतवासीइस पर गौर करें और सुझाव दें। आप के सुझाव इस लेख के टिप्पणी (कॉमेंट) या समिक्षा केरूप में या अलग तरीकेसे दे सकते है। जयहिंद।

दिनांक 30 जानेवारीच्यादैनिक सकाळमध्ये माझे मत या मथळ्याखाली श्री. श्रीमंत कोकाटे यानी मांडलेले विचार वाचले.त्यानी मांडले आहे की, मराठा समाज राजकारणात प्रगत आहे. परंतु त्या मध्ये फक्त 3 टक्केलोकच आहेत. बाकी 97 टक्के लोक मागासलेलेच आहेत. त्या मुळे मराठा समाजाला आरक्षणाचीआवश्यकता आहे. भलेही राजकारणात आरक्षण न मिळो परंतु, शिक्षण व नोकरीच्या क्षेत्रांतआरक्षण मिळालेच पाहिजे. त्यानी आपला युक्तिवाद चाणाक्ष पद्धतिने मांडला आहे. परंतुहा युक्तिवाद घटनाबाह्य आहे.. घटनेमध्ये फक्त वंचिताना आरक्षण देण्याची सोय केली आहे..
ज्यांना समाजाने कित्येक वर्षे दूर ठेवले,ज्यांना शिक्षणाचे अधिकार दिले नाहीत, ज्यांना गुलाम म्हणून राबविले अशा समाजाकरिताआरक्षणाची सोय केली आहे. मराठासमाज या मध्ये बसत नाही. त्यामुळे मराठासमाजाला आरक्षणघटनाबाह्य आहे. त्यांनी बाबासाहेब आंबेडकर,महात्माफुले वगैरेनांही या मध्ये ओढले आहे. जर मराठा, माळी, धनगर, सुतार लोहार, कुंभार इत्यादीजाती एकच असतील तर त्यांच्यामध्ये बेटी व्यवहार का होत नाहीत. बेटी व्यवहार करताना96 कुळी मराठा व आरक्षणाची मागणी करताना कुणबी असा दुटप्पीपणा का? माझ्यामते मराठासमाजाने एक तर ज्यां जातीना आरक्षण आहे त्यां जातींशी बेटी व्यवहार करावा व नंतर आरक्षणाचीमागणी करावी किंवा आऱक्षणाची मागणी सोडून द्यावी. उगीच अट्टहास करून समाजामध्ये तेढवाढवू नये. दुसरा एक उपाय आहे. आरक्षणाचा तिढा कायमचा संपुष्टात आणता येईल. आरक्षणदेताना व्यक्तिची जात न पाहता त्या व्यक्तिच्या आई-वडिलांची किंवा आजी-आजोबाची किंवापणजी-पणजोबांची (जे सर्वमान्य असेल) जात पहावी. या मध्ये कोणा एकाची जरी जात आरक्षणाच्याचोकटीत बसत असेल तर त्या प्रमाणे त्या व्यक्तिला आरक्षणाचा लाभ द्यावा. म्हणजेच जरआंतरजातीय अथवा आंतरधर्मिय लग्न झाले तर त्या व्यक्तिच्या अपत्याना कोठलीही जात लावूनये. जाती पुढे "लागू नाही" असे लिहावे परंतु, आरक्षणाला 'पात्र' अथवा 'अपात्र'अशी ओळख असावी. जर आई-वडिलांचा आंतरधर्मिय विवाह असेल तर अपत्याला कोठलाही धर्म चिटकवूनये. मूल 18 वर्षांचे झाल्यावर त्याला (तिला) धर्म निवडण्याची मुभा असावी. सर्वांचीओळख भारतीय अशीच कशी होईल त्या अनुषंगाने प्रयत्न करावेत. काही वर्षे जावी लागतील.समाजाला आंतरजातीय व आंतरधर्मिय विवाह स्वीकारण्यास वेळ लागेल. परंतु एक दिवस असा येईलकी कोणालाही आरक्षण नसेल. सर्व भारतीय असतील. याचा तोटा राजकीय व्यक्ति व पक्ष यानाहोईल. सहजासहजी जाती-धर्माच्या आधारे मतपेट्या तयार करता येणार नाहित. परंतु, देशाचेहित आपले हित समजून, समाजसेवा करण्याकरिता राजकारणात उतरलेल्या या सर्वानी हे स्वीकारकरून देशातील तिढा कायमचा निकालात काढावा. याकरिता वेळ द्यावा लागेल. तो वेळ किती असेलहे सांगता येणार नाही. परंतु, आरक्षण असेच चालू ठेवले तर आरक्षणचा तिढा सुटण्याचे सोडावाढतच जाईल. नव नवीन जाती व धर्म आरक्षण मागत राहतील. पृथ्वीच्या अंतापर्यंत हा तिढासुटणार नाही. मला आणखी एक सुचवावचे आहे. नांव लिहण्याची पद्धत बदलावी. प्रथम स्वतःचेनांव मध्ये आईचे नांव व शेवटी वडिलांचे नांव. या पद्धतीने व्यवहारात नांवाचा उपयोगकरूनही जातीव्यवस्था तोडण्यास मदत होईल. स्त्रियांना लग्न झाल्यावर नांव बदलण्याचीआवश्यकता राहणार नाही. सर्वानी यावर विचार करावा. अशी आशा मी बाळगतो.

Every countryin the world faces challenges all the time. However India is facing graveproblems as on date. Theses are specially related to Security, Democracy andDevelopment. Extremist attacks, Naxlite/Maoist attacks and Corrupt Politiciansare major issues need to be resolved to save sovereignty of India and herCommon Man. Security is in danger because the government is yet to take stepsto raise suitable force to fight and demolish all bastard who are challengingher government and the people. A sizeable group of politicians help thesebastards. Almost 30% of politicians are charged with grave charges like murder,rape, robbery and alike. Democracy is in danger due to Common Man isindifferent to exercising his fundamental right to vote, candidates contestingelection spend crores of rupees for self propaganda. Money and Muscle power isrampant. India needs to face these problems first. Economy and developmentwould automatically follow if security to people and corruption free administrationis established in all sectors i.e. politics, government, semi-government andprivate sectors.

Naxlite andMaoist problem is because of bad budget and heartless implementation of budget.The government has provided some funds so that poor can live their life notexactly successful life but they can carry on. However, this reason cannot betaken as an excuse for cruel attacks by these groups. Would killing of peopleand destroying national assets improve condition of the poor? No it cannot. Theonly solution is to provide employment to every one who can work. If a workeris not having suitable skills to do a particular job it is required to train him/her.Just cribbing that skilled manpower is not available hence, unemployment is nota rational thinking. The government and the private sectors must accept this astheir responsibility to train. Employment must be provided as near to ancestralplace as possible. Communication is a key to this. Road, rail, air, water andall other communications must be provided. Start can be done by joining bigcities with a corridor. Corridor should be as wide as possible say 300 metres.On both sides of the corridor plan various services like residential houses,commercial facilities, industrial complexes, transport stations (by road, rail,air, water etc.) and use the corridor for communication (road and rail). Thereis a possibility that various forests also may be connected through thiscorridor. This would reduce flow of (migration) village population to citiesand would provide place for new towns near villages. This shall generate great possibilityof employment and security would be much better because of small towns. Landfor the corridor and other facilities of both sides need not be purchased bythe government. This should be on lease to the final user and this user shouldpay annual rent at 8% of the assessed value of the land to the original landowner and after his/her death to respective successors. This way Naxlite andMaoist problem can be faced.

This problem should be addressed by making a lawfor such supporters to hang to death irrespective whether the support issmaller big, knowingly or unknowingly etc. If any one wish to save himself orherself from such activity the only alternative shall be not to indulge in suchacts and if forced report to police and get necessary security from police.This is the only way to ensure safety against terrorists attacks. Naxlite andMaoist also must be treated like terrorists. If some state(s) represents to thecentre (central government) to withdraw armed and para military forces from thestate centre should warn the state that security of people of state shall bethe total responsibility of that particular state and centre shall not provideany help which shall include monetary help also. So calledelected representatives of people is a great risk to nation. In general they never get more than 20% of votes from voters enlisted. Many voters don'texercise their right on account of many reasons. Most of the candidates do notdo any social work in their life, money power and muscle power are onlycredentials of many candidates, laziness on part of voters, many voters use theholiday for some other purpose etc. Voters also see many candidates who wereelected do not open their mouth except for paid questions in the house duringvarious sessions. In case any parliamentarian asks a question he/she neverpursue the same. In general voters think that any of the candidates if voted,would be corrupt, useless for their causes and electing any one does not fulfilthe purpose they are elected. Members of parliament and legislative assembly(MPs and MLAs) are required to work for people and they should considerthemselves as servants of people (Desh Sevak and Rajya Sevak). However theyconsider themselves as Khasdars and Amdars. This nomenclature needs a change.It is not possible to place restrictions on candidates with charges likemurder/rape/corruption etc. for not contesting elections. However, politicalparties can always discard such candidates. Political parties on other handproject such candidates as the most suitable. Citizens have lost faith in allpresent political parties. Political parties must select candidates afterascertaining qualities like integrity, honesty, selflessness, leadership,accountability, objectivity and openness etc. While choosing candidatespolitical parties do not consider any of these qualities but a single criteriai.e. ability to get elected by hook or crook. This is another reason for notexercising right to vote. Present situation makes it easy for political partiesto divide voters based on religion, caste and similar criteria and get their nomineeselected. Once elected, they have no fear to be called back. Present situation doesnot encourage voters to vote. After election the house is divided in to twogroups i.e. ruling party(ies) and opposition party(ies). It is not understoodwhy there should be opposition when every candidate pledges to work for people.Why we cannot make a rule to elect Prime Minister (Chief Minister in state) byall the elected representatives? A register of activities of all electedrepresentatives should be maintained and updated from time to time. This shouldbe available to public on website. Special care should be taken for ministersand leaders of all parties. This will ensure that the prime minister and chiefministers represent the nation and respective state respectively. We shouldhave experts' cell for various houses of people's representatives. Ministerscan't be expected to be experts in various spheres and aspects related to thepeople in the nation. They must have good knowledge of at least one of the subjects,they should understand aspirations of people and they must be experts inadministration. Every minister must have an expert for various subjects toobtain opinion. Based on the information and opinion given by an expert theminister should take a decision and implement the same in right spirit. Expertsmay not be integrated to a particular ministry but they should form a cell.They need to get information related to the subject referred to them from aparticular ministry. Such information must be placed on website of theministry. There should be a laid down procedure to investigate misbehaviour ofelected representatives and ministers and laws to punish and avoid similarmisbehaviour by some one in future. A code of privileges must be prepared inblack and white and implemented on every occasion for all members of varioushouses. Houses of representatives of people must be organised to implement suchchanges.

Othersecurity hazards are natural calamities, traffic accidents, fire etc. Thegovernment must have a plan and implementation machinery ready to fight againstall such threats. While developing hazardous projects such as generation ofelectricity, irrigation, flood control, security, employment, housing and lifeof people shall not be neglected.

Election reforms are needed to ensure voting by all, do away with money power, musclepower and get ideal representatives in all houses. If every eligible votervotes division of people based on religion caste and any other criteria willnot be possible. There is a need to monitor voters and provide them withcertificate of voting. This certificate must be made compulsory for variousbenefits citizens get on account of nationality. For example for an employee holidayis authorised for voting. In case he doesn't vote then that should be treatedas unpaid leave and break in service. People shall not get any certificates ifthey don't vote in latest election. In fact they shall not be treated ascitizens if they don't vote. Political parties must not select candidates whohave criminal record. Criminal record must be advertised for all candidates. Thesewho don't have criminal record must be shown as 'No Criminal Record' Ifinformation given by a candidate is found and proved as 'wrong' the candidateshall not be allowed to contest any election for a period of 6 years from thedate information is received by the election commission. The government shouldprepare a model for propaganda for all candidates and finance the same. Nocandidate shall spend for propaganda for any one contesting election.

India has afree system of election but it can't be treated as fair. Model code of conduct exists but hardly followed by political parties and candidates. Past experience showsthat 70 to 95 % of Lok Sabha (LS) and legislative Assembly (LA) constituenciesvoting is less than 50%. This means more than 50% voters do not exercise theirright to vote. Surprisingly this is more prominent in cities and towns where itis assumed that literate population resides. In certain area voting percentageto the total votes in constituencies is as low as 8%. With this voting patternhow can one be a people's representative when he/she is chosen by say 4%voters. Members of LS and LA have criminal cases pending. Percentage of suchmembers is increasing with every LS and LA. From 2004 elections to 2009 thepercentage for LS has increased from 23% to 30%. Percentage of MPs with seriouscharges during this period has increased by 36%. Money flow in elections hasincreased astonishingly and at present election expenditure of candidates evenfor local bodies is in crores. During interview of candidates by political partieseven women express fearlessly that they are contesting elections to improvetheir monetary income from 4000 per month to 4 lakh per month. Candidatescontesting elections do not have any social service background and hardly any onepossesses most important and desirable qualities like integrity, honesty,selflessness, leadership, accountability, objectivity and openness. Politicalparties do not give importance to these qualities. They just concentrate ononly criteria i.e. ability to get elected by hook or crook. Political partiesand candidates promise free supply of items like TV, computers, washingmachines etc. to poor if come in power. This is nothing but bribe to thevoters. Such a bribe is paid from public funds and not from hard earned moneyby the candidates or party. Such bribes should be treated under criminal lawswith no provision for bail. Candidates and office bearers of political partiesshould be jailed and tried as per existing criminal procedure. This must applyto pending debts of some of the voters not only for election purpose but alsoduring governance. How can members and the houses use public funds for aparticular section of people? On the other hand the government should makeevery section of people strong enough to earn. This would need education,training and making procedure simple. State governments paid loans of farmerswho committed suicide. The effect had been the banks of members of houses weresaved. Farmers continued to suicide even after that. Government should havetaken responsibilities of such farmers and taught them how to make cultivationprofitable. There is no method to cancel registration of a political party.There are no rules and guidelines for working of a political party. Manypolitical parties exist only on paper. Many have established political partiesjust for getting donations. No political party maintains audited accounts andthese are never made public. There is a need to change this and fullinformation should be available through website to common man. There is a needfor laws for regulation of political parties, making voting compulsory, givingright to people to reject all candidates contesting elections, debarringcandidates from contesting elections for 6 years when they change their loyaltyto their respective party or rejected in some election, declaring candidateelected only if he/she gets certain percentage of registered voters in therespective constituency (say 35 to 50% at least), financing candidate's propagandaexpenditure by the state, registering and pursuing criminal cases againstparties and candidates who offer free items during and after elections etc.This list may continue further.

Indianconstitution provides for security to citizens. This includes financialsecurity also. Increase ingap is not only because some got rich but at the same time poor became poorer.Posts in the government are considered as authority to do any thing withfulfils selfishness. Nation can achieve zerounemployment through this. Second aspect is free distribution of goods. Thismust stop. Either pay higher amount for labour and services or quit governmentposts. Provide soft loans for children and youth for education and training.This applies to farmers, businessmen and all walks of life. Increase theirskills where needed. Soft loans must be repayable with interest. Onlyprecaution to be taken is repayment shall start after the debtor startsearning. Interest shall apply only from date of repayment starts. China neededSEZs. It had been helplessness of China due to communist philosophy. Chinadivided her country in two, communist china and capitalist China. India doesn'tneed this. India is not averse to capitalism. There are many capitalistbusinessmen and may be more than USA. What India needs is spreading of her industryall over the country. This can be achieved by providing corridors to join bigcities and establishing new towns with certain population limit such as 250000.India needs development of infrastructure. The corridor is the best place forproviding infrastructure. While acquiring land for corridor and towns careshould be taken not to pay compensation at one time but provide accommodation,jobs etc. and pay lease rent for the land acquired. The lease rent should bebased on present market value on the first day of financial year. This shallsolve many problems such as economy, education, training, employment, suicidesby farmers and alike.

There is still greater problem faced by India is religion and caste. Last six decadesand more India has developed partition among religions and castes. DifferentIndia is seen from place to place. Reservation has played dirty part in thisdivision. Constitutional provisions speak on reservation to castes which weredenied to have say in many spheres of life including education. This provisionis extended to those who were touchable but were not educated. Now some of thecommunities who had governed India since independence want reservation. Theycunningly press for reservations in education and employment only. They do notask reservation in politics. The hidden reason is except for reserved seats inLS and LA is with them already. Politicians use this like a torch in monkey'shand. They lure communities by showing this carrot and get elected. It has beenfound to be the easiest way to get elected. They are not bothered while doingthis they are dividing citizens in caste/communal groups. They understand thiswell but selfishness prevails on them. If things continue the way they areIndia shall be nation of groups and not a homogenous collection of citizens.This may lead to further division. Nations like China are eagerly waiting forthis. Once division in to many parts takes place it is easy for other nationsto rule India. Although six decades is a small period in the life of a nation,if this division continues it may become a big period. A solution must be foundto stop this. We should follow constitutional provisions and not amendconstitution further. Instead we should start thinking on how to make thenation homogenous. Reservations on any account must be discontinued. At thesame time fundamental reasons for reservation must be taken care of. It is a mythamong children that they don't get admission for a specific course oremployment even though the child gets say 90% marks. Whereas a child from reservecaste gets the same even if the percentage is say 80%. This is very true.However, the environment of the children in different categories is different.Hence the same can't be compared just by considering percentage of marks. Truecomparison shall be both marks and the environment of the children, educationbackground of parents, grand parents, great grand parents etc. Comparison ispossible on marks secured during an examination only when other factors are common.This must be understood by parents and disseminated to Children. They should beeducated telling them similar situation would exist for children securing 85%of marks if reservation is done away with. The real solution is to increaseavailability of seats for courses. If you understand vacant seats forengineering the same can be well understood. I suggest the reservations shouldcontinue based on the caste of parents and grand parents (both maternal andpaternal). Child shall be authorised reservation provided at least one ofparents or grand parents fulfils the criteria for reservation. This means ifparents belong to different castes the child shall have no caste only religionand if they belong to different religions they shall have neither religion nor caste.They shall be treated as Indian citizens only and column against religion andcaste shall be filled with "not applicable". This way there shall beintegration among castes and religions and India would become a castelesshomogeneous society. Those who want reservation can secure the same for theirchildren by inter-caste or inter-religion marriage. This I understand is thebest way to face the problem of reservation and get rid of it at some time infuture. While doing this we would develop ourselves in to a casteless systemand homogeneous nation.

Religion isanother problem and of high importance. Every person belonging to a specificreligion thinks that the religion followed by that person is the best. None isready to accept that there is only one religion in the universe. Swami Vivekanadahad great belief in a single religion. He considered religion in two parts likesoul and body. For ancient Indians Vedanta is soul and Smriti and Puranas are body.Soul never dies. It is perpetual. What dies is body. Vedanta is eternal. Smritiand Puranas need changes based on place, time and society. However, personsfrom different religion argue based on rules, regulations, laws, rituals andtraditions. This is the fundamental reason for differences and arguments leadingto riots and anti social activities. Once we understand difference between souland body all differences among persons of different religions shall melt away.Politicians, social workers, religious leaders, pastors, mullas, pujaris mustconsider this and educate people. Swami Vivekanada was of the opinion that morenumber of religions is welcome provided they understand soul and body of theirown religion. Person must take in to consideration rules, regulations, laws,rituals and traditions based on place, time and society. This is possibly theonly way to achieve harmony among all religions.

Western worldachieved tremendous material progress through science and technology. However,Indians are the best at spiritual progress in the world. Swami Vivekanadapleaded for accepting material progress from west and in return give spiritualknowledge to west. Many of Indians did help in pleading of Swamiji. However,mostly or all of them had selfish interest. They were seeking name, fame andmoney in return and not material progress of India. While doing this they havedegraded Indian philosophy for cheap publicity. They have failed in basicconcept i.e. in India woman is recognised as mother and not wife as consideredby westerners. So called religious leaders from India have gone to the extentof treating sex as an important part of Vedanta while preaching the westernworld. What is needed is knowledge of eternal Vedanta be preached in a way sothat it is understood and assimilated by westerners. There is no effort seen tospread this in Middle Eastern countries. If some one would have succeeded inMuslim countries the today's world would have been peaceful, and more adorableto live in.

Corruption isan important issue. However, if we take care of problems above separate effortsmay not be needed. More is already available on this blog.

I have noticed that most of us are interested inwell tried solutions and not suggesting some thing totally new. This is howadministration works. First question asked by boss while finding solution onany issue is "Has this been done earlier? If yes, when, where andhow?" For development un-treaded paths also must be explored. There may befailures. However, failures teach us lessons and we must accept failures. Thesemay be treated as unavoidable in experiments. Without experiments no discoveryor invention is possible. At least limited freedom is must, to face challengesnew or old. I invite all readers to add more issues to be face by India. Thereshould be solution with issue, if possible.

लोकशाहीमध्ये मतदाराला राजा मानलेजाते. मतदार म्हणजे जनतेतील व्यक्ति जिला मत देऊन आपला प्रतिनिधी ठरविण्याचा भारताच्याराज्यघटनेने दिलेला अधिकार असणारी व्यक्ति. हा अधिकार प्रत्येक व्यक्तिला एक मत याप्रमाणे दिला असल्यामुळे 18 वर्षे पूर्ण केलेल्या व मतदार म्हणून नोंदणी केलेल्या सर्वानाआहे. परंतु, पुष्कळशा व्यक्ति मतदार म्हणून नोंदणीच करत नाहीत. समजा कोणी त्यांचेवरनोंदणी लादली तरी मतदानच करत नाहित. यातून जनतेचा करंटेपणा दिसून येतो. अशा व्यक्तिमात्र राजा म्हणवून घेऊ शकत नाहीत. दुसरी गोष्ट जनता राजा असते पण औटघटकेची. जेंव्हानिवडणुक असते तेंव्हाच. इतर वेळी मात्र येन केन प्रकारे निवडून आलेले जनतेचे सेवक राजाम्हणून मिरवतात. जनतेला काडीची सुद्धा किंमत देत नाहीत. सत्ता मिळाली की हे सेवक सत्ताधीशबनतात व स्वतःच्या स्वार्थाच्या उद्योगात मग्न होतात. जनता त्यांच्या खिसगणतीत सुद्धानसते.

सध्याची वर्तमानपत्रे पाहिली तरनिडणुकीला उभा असलेले उमेदवार कितीही खर्च करण्यास तयार दिसतात. कार्यकर्ते नसले तरदिवसाला 200-300 रुपये रोख व खाणे-पिणे (अर्थात जेवण व दारू) प्रत्येकाल देऊन आपलीशक्ती दाखवतात. लोकाना तीर्थयात्रा घडवून आणतात, निरनिराळ्या सफरींचे आयोजन करतात,हौसिंग सोसायटी मध्ये विविध कामे म्हणजे रंगरंगोटी, दिवे, पादचारीपथ वगैरे स्वखर्चानेकरून देतात. मोठमोठे फलक चौकाचौकात लावतात, मोठमोठ्या कारमधून फेऱ्या काढतात, प्रत्येकमतदाराच्या दारी जावून मताकरिता विनवणी करतात. आणी हे सर्व स्थानिक स्वराजसंस्थांच्यानिवडणुकीकरिता करतात. त्यांचा सर्व खर्च पाहिला तर त्यांची कोटीच्या कोटी उड्डाणे सहजलक्षात येतात. मला प्रश्न पडतो (आणी हा सर्वांनाच पडावा) की जनतेची सेवा करण्याकरिताहे उमेदवार एवढा खर्च का करतात? दुसरी एक गोष्ट माझ्या लक्षात आली की सर्व उमेदवारसर्व मतदारांकडे जात नाहीत. 15-20 टक्के मतदारांनाच अमिष दाखवितात. ते सर्व मतदानालायेतील याची काळजी घेतात. कारण स्पष्ट आहे. निवडून येण्याकरिता एवढीच मते लागतात. कारण50 टक्क्यापेक्षा जास्त मतदार आपला हक्कच बजावत नाहित. उमेदवारांचे मतदारांविषयी प्रेमजनतेच्या हिताकरिता नाही तर स्वहिताकरिता. पैसा जो खर्च करतात त्याला ते गुंतवणुक समजतात.

प्रत्येक पक्षाने पक्षातर्फे उमेदवारांचीनिवड करण्याकरिता इच्छुकांच्या मुलाखती घेतल्या. त्यांचे किस्से ऐकून खात्री पटते कीहे सर्व उमेदवार निवडून नाही आले तरी जनतेला लुबाडणार. एक महिला उमेदवाराने सांगितलेकी निवडून आल्यावर नोकरी सोडणार व जनसेवेतून चरितार्थ भागविणार. दुसरीने सांगितले कीजरी लग्न झाले तरी येथून जाणार नाही. नवऱ्याला येथे बोलावून घेणार. सर्वसाधारणपणे असेसमजले जाते की, महिला राजकारणात आल्या तर भ्रष्टाचार बंद होईल. परंतु, यावरून असे दिसतेकी, महिला पुरुषांपेक्षा कोठल्याही बाबतीत कमी नाहीत, अगदी भ्रष्टाचार करण्यात सुद्धा.मुलाखतीला जाताना उमेदवार 20-30 मोठ्या अलिशान गाड्या घेऊन आपापल्या मतदारसंघात प्रथमस्वतःची मिरवणूक काढतात. पैसे देऊन कार्यकर्ते म्हणून रोजंदारीवर मजूर जमा करतात. हेपाहून पक्षही त्यांना तिकीट देतो. टिकीट देताना उमेदवार किती खर्च करू शकतो हे प्रथमपाहिले जाते. असे म्हणतात की सध्या महापालिकेच्या निवडणुकीकरिता 60 लाख ते 1 कोटी रुपयेखर्च करू शकणाऱ्या उमेदवाराचे तिकीट निश्चित होते. याचा अर्थ जनतेने समजून घेतला पाहिजे.पैसा खर्चा, निवडून या व नंतर काय धुमाकूळ घालावयाचा असेल तो घाला असा स्पष्ट संदेशपक्षां कडून उमेदवारांना दिला जात आहे. उमेदवारही स्वतःच्या शेकडो पिढ्यांकरिता पैसामिळवितात आणि त्यातील क्षुल्लक हिस्सा पक्षांना देतात. याकरिता जनतेला मृत्युच्या दाढेतढकलण्यासही मागे पुढे पाहत नाहित. पिंरीचिंचवडमध्ये बीआरटीच्या नांवाखाली बसथाब्याच्यारुपात केवळ उजव्या बाजूने प्रवेश असलेल्या बस वापरता याव्यात म्हणून मृत्यूचे सापळेउभा केले जात आहेत.

उमेदवार छोट्या छोट्या भेट वस्तूहीदेत आहेत. गेल्या 5 वर्षांत कधीही न दिसलेले उमेदवार रोज कोणाला ना कोणाला संक्रांतीच्याशुभेच्छा व तिळगूळ देऊन मतदारांना साकडे घालत आहेत. हे सर्व केवळ जनतेची सेवा करण्याकरितानाही हे आपणा सर्वांना माहित आहे. तरी आपण त्यांना निवडून देतो व त्यांना व्याजासहितचकाय मुद्दलाच्या कित्येक पटीने पैसा परत मिळविण्याची संधी देतो. अशा उमेदवारांना मतदेणे म्हणजे स्वतःच्या पायावर धोंडा मारून घेण्यासारखेच आहे. मतदारांनी ठरवले पाहिजेकी, जो उमेदवार जास्त पैसा खर्च करतो त्याला अजिबात मत द्यावयाचे नाही. जो उमेदवारजनसेवा करतो त्यालाच मत द्यावयाचे. असा जनतेने निश्चय केला पाहिजे.

अशा परिस्थितीत काही उपाय नाहीकाय? माझ्या मते आहे. नक्कीच आहे. त्याकरिता काही बदल आवश्यक आहेत. मी ते याच ब्लॉगवरसुचविले आहेत एक निवेदन पंतप्रधानांना पाठवित आहे. सर्व जनतेने जर हा मुद्दा लावूनधरला तर भ्रष्टाचाराच्या प्रश्नाला योग्य उपाय मिळेल. भ्रष्टाचार पूर्ण रित्या संपलानाही तरी त्याला चाप बसेल. पुढच्या वेळेला खरोखरच जनसेवा करणारे उमेदवारच निवडणुकीतउतरतील. त्याकरिता खलील कड्या पहा.

छत्रपति श्री शिवाती महाराज आग्र्याहून परत आल्यावर तहामध्ये मोगलाना दिलेलेकिल्ले परत घेण्याची तयारी करत होते परंतु त्या मध्ये यश येत नव्हते. एकदा अशाच एकाअयशस्वी मोहिमेनंतर दुपारच्यावेळी भूक लागल्यावर एका शेतकऱ्याच्या झोपडीमध्ये आले.झोपडीतील माईने भात-आमटी शिजवून वाढली. महाराजानी ताटाच्या मध्यावर खाण्याकरिता हातघातला परंतु पोळल्यामुळे मागे घेतला. ती माय हसली व म्हणाली राजे कडेने खाल्ले तर बरेहोईल. हात भाजणार नाही. महाराजाना किल्ले परत घेण्याची मोहिम अयशस्वी होण्याचे कारणलक्षात आले. किल्ल्यांच्या आजुबाजुचा मुलुख काबीज केल्यावरच किल्ला सर करता येईल हेसमजले. त्यानी तेच केले व भराभर एका पाठोमाग एक करत थोड्याच दिवसांत किल्ले परत स्वराज्यातसामील करून घेतले.

दुसरी एक गोष्ट आहे तळ्यातल्या बेडकांची. विकिपिडीयावर ही गोष्ट वाचान्याकरिता येथे टिचकी मारा. त्याना राजा पाहिजे म्हणून देवाचीप्रार्थना केली. देव प्रसन्न झाला व त्याने एक लाकडाचा ओंडका तळ्यात वरून टाकला. टाकल्याटाकल्या पाणी वर उसळले व सर्व बेडूक भीतीपोटी किनाऱ्याकडे पळाले. काही वेळाने पाणीशांत झाले. बेडूक आपल्या राजाला जवळून पाहण्याकरिता राजाकडे येऊ लागले. बेडकाना राजाशांत असल्याचे दिसल्याने ते पुढे पुढे येऊ लागले. ते इतक्याजवळ आले की ते राजाच्याअंगावर चढले. तरीही राजा शांत असल्याचे पाहून बेडूक राजाच्या अंगावर उड्या मारू लागले.बेडूक एकमेकाला सांगू लागले की, हा कसला राजा? आपण दुसरा राजा देवाकडे मागू या. देवानेमग एक पाणसर्प तळ्यात टाकला. पुन्य्हा तेच झाले. परंतु या वेळेला सापाने बेडूक खाण्याससुरवात केली. सर्व बेडूक घाबरले व त्यांनी देवाचा धावा सूरू केला. या वेळेला देवानेबेडकांचे ऐकले नाही. पाणसर्पाने एक एक करत सर्व बेढूक खाऊन टाकले.

भ्रष्टाचाराविरुद्धच्या लढ्याला हे लागू पडते. लोकपाल मागण्याअगोदर आजुबाजूचाविचार केला पाहिजे. जनतेला सर्वात जास्त त्रास होतो तो कर्मचाऱ्यांकडून. मग ते शासनाचेशासनाचे असोत वा निमसरकारी असोत किंवा खाजगी संस्थेतील. सर्वच कामात दिरंगाई करून जनतेलालुबाडतात. जनताही यामध्ये दोषी आहे. लागणारे पुरावे न देता किंवा कमी देऊन काम व्हावेअशी इच्छा धरतात. या करिता सन्माननिय अण्णानी मागणी केलेली "नागरी सनद" हीमहत्त्वाची आहे. मी त्यामध्ये थोडा बदल सुचवू इच्छितो. शासनाच्या नियमाप्रमाणे प्रत्येकअधिकाऱ्याने कारभार सांभाळल्यावर त्याच्याकरिता काम करत असलेल्या कर्मचाऱ्याना लेखीस्वरूपात काम वाटून दिले पाहिजे. यामध्ये प्रत्येक कामाकरिता लागणाऱ्या पुराव्यांचीयादी व नमुने (ड्राफ्ट) सोबत जोडावेत. तसेच कोणते काम कोठला कर्मचारी करतो याची यादीकार्यालयाच्या प्रवेशदाराजवळ सर्वाना दिसू शकेल अशी लावावी. जनतेने सरळ त्या कर्मचाऱ्याकडेजावे. कर्मचाऱ्याने अर्ज व त्यासोबत लागणाऱ्या पुराव्यांचे नमुने जनतेला द्यावेत. त्याचबरोबर कामाचे वेळापत्रकही द्यावे. जनतेने त्याप्रमाणे काम करून घ्यावे. याचबरोबर हीसर्व माहिती कार्यालयाच्या वेबसाईटवर उपलब्ध करून द्यावी. समजा काम झाले नाही तर त्याकार्यालयातील अधिकाऱ्याने जनतेकडून तक्रारीची वाट पाहू नये. नियमाने दिलेल्या वेळेतकाम झाले नाही तर त्या कर्मचाऱ्यावर कारवाई करावी व त्याचा तपशील वेबसाईटवर ठेवावा.तो तपशील वेळापत्रकानुसार सुधारत जावा. त्या अधिकाऱ्याच्या वरच्या अधिकारऱ्याने प्रत्येकप्रकरणाचा मागोवा घेत राहावे व स्वतः केलेल्या कारवाईचा तपशील वेबसाईटवर ठेवावा. हेसर्व पारदर्शक ्सावे म्हणजे जनतेला वेबसाईटवर पाहता आले पाहिजे. ही साखळी कर्मचारीते राज्य अथवा केंद्रियशासनापर्यंत अव्यहत चालू राहवी. सर्वांच्या वार्षिक गोपनीय अहवालातया कामाला प्राथमिकता द्यावी. थोडक्यात जनतेला थक्रार करण्याची आवश्यकता असू नये. एकदाकाम सूपूर्द केले की, ते व्हावे तसेच विलंब झाला अथवा झाले नाही तर या यंत्रणेत अशीसोय असावी की, दोषी कर्मचाऱ्याला शिक्षा होईल तसेच त्याच्या वार्षिक गोपनीय अहवालातनोंद होईल. ही यंत्रणा राबविण्याकरिता सुस्षष्ट कार्यपद्धतीची आवश्यकता आहे तसेच राबविण्याचीजबाबदारी स्पष्ट पाहिजे.भ्रष्टाचार विरोधातील मोहिमेची ही पहिली पायरी असावी. त्यानंतरपैैशाचे रोखीचे व्यवहार बँकेतून कसे करता येतील त्यावर विचार व्हावा व ती दुसरी पायरीसमजावी. पायरी पायरीने भ्रष्टाचारावर मात करता येईल.

पैशाचे व्यवहार बँकेतून करण्याकरिता प्रत्येकाकडे बँकेत खाते असणे आवश्यकआहे. परंतु, बँकां 1000.00 रुपयापासून 3500.00 रुपयापर्यंत कमीत कमी शिल्लक खात्यातठेवण्याची अट घालतात. ज्याचे रोजचे हातावरचे पोट आहे व दररोजची कमाई 200.00 रुपये किंवाकमी आहे त्यांना असले खाते उघडताच येणार नाही. अशी जनता 50 टक्क्याच्या आसपास आहे.जर बँकेत खातेच नसेल तर व्यवहार बँकेतून कसे होणार? या करिता शून्य शिलकेचे खाते हापर्याय आहे. बंकांनी घाबरून जाऊ नये. बँक व्यवहार जस जसे रुळतील तशी यां खात्यातीलशिल्लक वाढत जाईल. दुसरी अडचण अशी की, धनादेश वठवण्याकरिता 4 दिवस लागतात. तसेच तोवठला नाही तर पैसे घेणारा अडचणीत येतो. यावर उपाय पाहिजे जेणे करून धनादेश ताबडतोबवठून घेणाऱ्याचा खात्यात जमा होतील. जर वठला नाही तर वस्तू अथवा सेवा नाकारता येईल.अशी एक संगणकप्रणाली (कॉम्प्युटर सॉफ्टवेअर) विकसित केली पाहिजे की वस्तू अथवा सेवादेणाऱ्याच्या दुकानातच रक्कमेची शहानिशाकरून व्यवहार पूर्ण करता येईल. ती दोन टप्प्यातपार पाडावी. पहिल्या टप्प्यात पुरेशी रक्कम बँकखात्यात आहे किंवा नाही हे तपासून पाहावे.त्या करिता वस्तू अथवा सेवा घेणाऱ्याने धनादेशावर (चेकवर) सही व अंगठा उठवून तो तपासणीकरितावस्तू अथवा सेवा देणाऱ्याच्या सूपूर्द करावा. जर पैसे असतील तर ती रक्कम त्या खात्यातया व्यवहाराकरिता सीलबंद (लॉक) करावी. नंतर घेणाऱ्यानी पुन्ङा सही व अंगठा उठवून तोधनादेश कॅश करण्याकरिता देणाराला द्यावा. मशीनमध्ये धनादेश पुन्हा टाकून ती रक्कम घेणाऱ्याच्याखात्यावर वर्ग करावी व पैशाचा व्यवहार पूर्ण करावा. प्रथम जेंव्हा धनादेश मशीन मध्येटाकला जाईल त्यावेळी दुसऱ्या सही अंगठ्याची जागा कोरी असावी. असे असेल तरट तो धनादेशग्राह्य धरावा. ही आवश्यकता गैरवापर टाळण्यासाठी आवश्यक आहे. या प्रकारे यंत्रणा विकसितकेली तर पैशाचे व्यवहार सुरक्षित होतील. बँकेतून व्यवहार सूरू झाल्यास मोठ्या किंमतीच्याचलनी नोटांची आवश्यकता राहणार नाही. त्या व्यवहारातून काढून घेता येतील. ती पुढची पायरीअसावी.

मोठ्या किंमतीच्या चलनी नोटा व्यवहारातून काढून घेतल्याने भ्रष्टाचारी व्यक्तिसपैसे बाळगणे कठीण होईल. त्याचा विनियोग करता येणार नाही. त्या ऐवजी सोने-चांदी-हिरे-माणकेअशा प्रकारे भ्रष्टाचाराने मिळविलेली संपत्ती साठवण्याची शक्यता आहे. त्या करिता मर्यादानिश्चित करावी. मर्यादेपेक्षा जास्त मौल्यवान वस्तूंची चोरी झाली तर शासनाने त्यावरकोठलीही कारवाई करू नये. जर सापडली तर ती सरळ शासनाने आपल्या तिजोरीत जमा करून घ्यावीव चोकशीत जर ती योग्य प्रकारे मिळविली असेल तर मर्यादेप्रमाणे परत द्यावी. मर्यादेपेक्षाजास्त असलेली मालमत्ता कोठलाही मोबदला न देता शासनाकडेच ठेवावी. मोठ्या नोटा परत घेतानाशासनाने अध्यादेशाद्वारे जनतेला त्या नोटा आपापल्या बँकखात्यात जमा करण्याचे आदेश द्यावेत.बँकेने सर्व नोटावर जमा करणाऱ्या खातेदाराचे अंगठे तसेच स्वाक्षरी असेल तरच जमा कराव्यात.त्या तपासून ज्या योग्य असतील त्या खात्यात तात्पुरत्या जमा कराव्यात व आयकर विभागालात्याची सूचना द्यावी. आयकर विभागाने जर त्या रक्कमेवर आयकर भरला असेल तर तसे बँकेलाकळवावे व बँकेने ती रक्कम खातेदाराच्या नांवावर पूर्णपणे जमा करावी. जर खोट्या नोटाआढळल्या तर जमा करणारावर कारवाई करावी. कोठल्याही परिस्थितीत नोटा बदलून देऊ नयेत.

भ्रष्टाचाराचे मुख्य कारण निवडणुकीत उमेदवाराला लागणारा प्रचारखर्च. यावरकितीही बंधने घातली तरी हा प्रचार खर्च कोट्यवधीच्या घरात जातो. समजा उमेदवाराने ठरवूनदिलेल्या रक्कमेपेक्षा थोटा कमी खर्च केला तरी ती रक्कम क्षुल्लक नाही. साधी गोष्टआहे उमेदवार हा खर्च का करेल? किंवा का करावा? घरचे खाऊन लष्कराच्या भाकरी भाजणारेशोधून तरी सापडतील काय? एखाद दुसरा सापडूही शकतो. परंतु त्याच्या हजारोपट उमेदवार निवडणुकलढवतात. ती का लढवतात? सत्ता हा पैसे लुबाडण्याचा महामार्ग आहे. निवडणुक प्रचारखर्चउमेदवार गुंतवणुक असे समजुनच करतात. निवडुन आले नाही तरी तो वसूल करण्याचे मार्ग त्यांचेकडेअसतात. निवडुन आले तर गुंतवणुकीच्या शेकडोपट वसूल करतात. यावर उपाय म्हणजे हा खर्चशासनानेच करावा. डोक्यामागून हात घेऊन घास खाण्यापेक्षा सरळ घास घेतलेला बरा. असे केलेतर प्रत्यक्षात जास्त खर्च वाटला तरी झनतेच्या खिशातून कमीच पैसा जाईल. असे केले तरउमेदवारांची संख्या वाढेल. त्याकरिता उपाय पाहिजेत. सध्याचे कायदे तसेच ठेऊन नवीन कायदेकरावे लागतील. उदाहरणार्थ उमेदवाराचे सामाजिक कार्य, पक्षनिष्ठा, शिक्षण वगैरे. सामाजिककार्य 5-15 वर्षांचे तरी पाहिजे. स्थानिक स्वराज्यसंस्थाकरिता कमीत कमी 5 वर्षेर्ेव राज्यसेवक व देशसेवकाकरिता कमीतकमी 15 वर्षे ही मर्यादा असावी. पक्षनिष्ठा म्हणजेकोठल्याही एका राजकीयपक्षात किंवा अपक्ष म्हणून कमीत कमी 6 वर्षे असवा. वारंवार दलबदलणारानसावा. शिक्षणाची मर्यादा शिक्षणाचे प्रमाण पाहता 8-9 वी पास असावा. याप्रकारे एक एककरून लढत राहिले पाहिजे.

उमेदवारांकरिता नियम असावेत तसेच मतदारांकरिताही असावेत. सर्वसाधारणपणे50 टक्क्यांपेक्षा कमी मतदान होते. त्यामुळे 15-20 टक्के मते मिळविणारा निवडून येतो.त्याकरिता तो विशिष्ठ जाती-धर्माचा आधार घेतो. त्यामुळे समाजात नकळत फूट पडते. समाजाचीशकले होत आहेत. त्याकरिता 100 टक्के मतदान झाले पाहिजे. तसेच कमीत कमी 33 ते 50 टक्यापर्यंतमते मिळविणाराच निवडून आला पाहिजे. (तसे पाहिले तर 100 टक्के मते मिळविणाराच जनतेचाप्रतिनिधी होऊ शकतो. परंतु हे प्रत्याक्षात कधीच शक्य होणार नाही. परिक्षेमध्ये उत्तीर्णहोण्यास जशी गुणांची अट असते तशी अट निवडणुकीतही असावी .) कित्येक वेळेला मतदार म्हणतातकी निवडून देण्यायोग्य उमेदवारच नाही, मग कुणाला मतदान करायचे? या वर उपाय म्हणजे RTR(Right To Reject). मतदारांना कोठलाही उमेदवार नको असे मत देण्याचा अधिकार प्रत्यक्षातअसावा. मतदार यादीत "खालील पैकी कोणीही नाही" असा उमेदवार शासनातर्फे असावा.त्याला बहुमत मिळाले तर सर्व उमेदवारांवर 6 वर्षांकरिता कोठलीही निवडणुक लढविण्यावरबंदी असावी. त्यांच बरोबर निवडून दिलेला उमेदवार योग्य काम करत नसेल तर त्या मतदारसंघातीलमतदाराना त्याला परत बोलाविण्याचा अधिकार असावा (Right To Recall in short RTR). हाRTR चा अधिकार व्यवहारात आणणे अवघड आहे. जो पर्यंत त्यावर उपाय सापडत नाही तो पर्यंतया अधिकाराकरिता कष्ट घेऊ नयेत. हे माझे वैयक्तिक मत आहे.

हे जे वर पाहिले ते वेदांत नाही. ते स्वतःच्या वागण्यातून दाखविण्याकरिताराम-सीता पाहिजेत, ते समजावून सांगण्याकरिता श्रीकृष्ण, महावीर, बुद्ध किंवा निदानकबीर, चैतन्य, ज्ञानेश्वर, तुकाराम पाहिजेत. सध्या तरी असे कोणी मला तरी सापडले नाहीत.नजीकच्या भविष्यातही कोणी येईल असे वाटत नाही. परंतु, याप्रमाणे जर काही केले तर तोभ्रष्टाचाराविरुद्धच्या लढ्याचा महत्त्वपूर्ण भाग असेल. हे केले म्हणजे पूर्ण भ्रष्टाचारापासूनमुक्ति मिळेल असेही नाही. तो बराच कमी होईल किंवा सुसह्य होईल अशी माझी धारणा आहे.भारतातील वकील प्रवृत्तीचे लोक तो पूर्णपणे नष्ट होऊ देणार नाहीत. राजा व त्याच्यामेहुण्याची (बायकोचा भाऊ) गोष्ट सर्वविदित आहे. राजाने भ्रष्ट मुहुणा जनतेला त्रासदेतो म्हणून त्याची खाती बदलली परंतु त्याची खाण्याची सवय सुटली नाही. शेवटी राजानेत्याला समुद्राकाठी लाटा मोजण्याचे काम दिले. राजाला वाटले आता तरी तो जनतेला त्रासदेणार नाही, जनतेकडून पैसे ढापणार नाही. परंतु कसले काय तेथेही त्याने उपाय शोधून काढलाव आपले पैसे खाण्याचे काम सूरूच ठेवले. मासे पकडणाऱ्या कोळ्याना सांगिले की, त्यांच्याहोड्यामुळे लाटा तुटतात व त्या मोजता येत नाहीत. तेव्हा कोणीही समुद्रात होड्या घेऊनजाऊ नये. कोळ्यांचे पोट मासेमारीवर अवलंबून. बिचारे काय करणार? पैसे देऊन होडी समुद्रातघेऊन जाऊ लागले. सध्याचे भ्रष्टाचारी वरीलप्रमाणे कृती केल्यावरसुद्धा उपाय शोधतील.वर जे आपण पाहिले त्यातून भ्रष्टाचार कमी होण्यास मदत होईल, चांगले लोकप्रतिनिधी घडण्यासम्हणचे जे चांगले आहेत त्यांना पुढे येऊन काम करण्यास हुरुप येईल. एवढे तरी साध्य होईल.भ्रष्टाचार विरुद्ध असणारे लोकप्रतिनिधी जर शासनात आले तर भ्रष्टाचाराविरुद्ध कायदेपास करणे शक्य होईल. त्यामुळे वकीली डोक्यांच्या व्यक्तिविरुद्ध लोकपालासारखे कायदेकरता येतील. सर्व प्रथम चोरी होऊ नये हा प्रयत्न व त्यानंतर चोरी झालीच तर चोराला पकडण्याचीव्यवस्था अशा प्रकारे युद्धनीती असावी असे माझे मत आहे. चोर पकडण्याकरिता व त्यांनायोग्य व कडक शिक्षा करण्यासाठी लोकपालाची आवश्यकता भासेल. जर लोकप्रतिनिधी भ्रष्ट नसतीलतरच हे शक्य आहे.

लोकपाल निवडीचा अधिकार लोकशाहीत संसदेलाच दिला पाहिजे. जनतेतला हा अधिकार दिल्यास त्यातून अराजक माजेल. संसदसमिती स्थापन करून त्यामध्ये निरनिराळ्या पक्षांचे 10 ते 15 प्रतिनिधी असावेत. निवडीकरिता निकष प्रथम निश्चित करावेत. त्यांचा समावेश लोकपाल बिलातच करावा. त्यां निकषांवर आधारित, प्रतिनिधींंनी लोकपालांची निवड करावी व ते का निवडले हे जनतेला सांगण्याचे बंधन असावे. जनतेला आपले विचार मांडण्याची मुभा असावी. जर जनतेकडून विरोध झाला नाही तर ती निवड ग्राह्य समजावी. जर विरोध झाला तर पुर्नविचार करावा. त्यानंतर मात्र ती निवड अंतिम समजावी. फेसबुकवर एक कम्युनिटी आहे. RTR Lokpal. त्या कम्युनिटीने लोकपालाला निवडण्याचे व परत बोलावण्याची पद्धत विस्तीर्णपणे दिली आहे. त्यातील परत बोलावण्याची पद्धत स्वीकारण्यास हरकत नसावी. निलडण्याची पद्धत माझ्यामते स्वीकारू नये. लोकपालाला स्वतंत्रपणे काम करण्याकरिता लागणाऱ्या संस्था त्या बरोबर असाव्यात. म्हणजे लोकपालाने दिलेले काम करण्याचे तसेच वेळेच्या बंधनाचे बंधन त्यां संस्थावर असावे. अशा संस्थांच्या कामावर शासन अथवा संसदेचे निर्बंध नसावे. लोकपालाच्या कक्षेत कोण असावे किंवा कितपत असावेत यावर संसदेच्या दोन त्रित्यांश मताने निर्णय करावा. जनतेने दिलेल्या अर्जांची माहिती व त्यावर केलेल्या कृतीची माहिती लोकपालाला देणे बंधनकारक असावे. त्यावर लोकपालाने निर्णय अंतिम समजावा. शासनाप्रमाणे लोकपालांची कार्यालये प्रत्येक तालुक्यामध्ये असावीत. त्यांचे कामही शासनाच्या कामाप्रमाणे चालवावे. सध्या जे लोकपाल बिल संसदेत मंजूर झाले आहे ते परिपूर्ण नसले तरी स्वीकारावे व त्यामध्ये बदल सुचवून संसदेमध्ये चर्चा घडवून दुरुस्त्या करत राहव्यात. जो पर्यंत पायरी पायरीने संसदसदस्यांचा दृष्टिकोण बदलत नाही तो पर्यंत सक्षम लोकपालबिल मंजूर होणे अवघडच काय अशक्य आहे याचे भान ठेवावे. अगोदरच्या पायऱ्यांवर काम केल्यास लोकपालाची आवश्यकता कमी होईल. सध्या मंजूर झालेले विधेयक सुद्धा पूर्ण नाही तरी थोडाफार दिलासा देऊ शकेल.
मी थोडा प्रयत्न करत आहे. जर जनतेने पाठिंबा दिलातर काही पायऱ्या पार होतील. त्याकरिता निवेदन, कसा पाठिंबा द्यावा म्हणजेच कशी स्वाक्षरी करावी व कोठे स्वाक्षरी करावी याकरिता या तीन कड्यांवर टिचकी मारल्यास पाहू शकता.

या प्रकारे पायरी पायरीनेपुढे जात भ्रष्टाचार संपेपर्यंत लढत राहवे.

I confess I have not read much onSwami Vivekananda except a few stories read during childhood and a bookpublished by Ramakrishna Mission Institute of Culture Gol Park, Kolkata 700029with title "My India, The India Eternal, Swami Vivekananda",thirteenth reprint Dec 2010. After reading and studying this book I understoodpassion of Swamiji for India and men (This includes women, the word is used as parallelto Purusha in Sanskrit). He is a different from others in this respect that ispatriotism. Although Swamiji constrained himself to nationality his love formankind is universal. What I understood that he believed in universal andeternal religion practiced in 2 parts that is scripture as explained in Vedanta(Vedas, Upanishads, and Shritis) and rituals as explained in Smritis, Puranasand traditions. He believed that the second part is relative to time and place.I add society to this. First part is universal and eternal. However, secondpart is related to certain factors and hence, cannot be universal and eternal. I havefull faith in this. My understanding is, there is only one religion in theuniverse. What we see or understand as different religions are only differenteditions came in to vogue from time to time and from place to place fordifferent societies. Hence the rituals are different. Swamiji thinks thatexcept ancient Indian religion no other so called religion has given stresson scripture. In scientific words the system and surrounding were different andhence there are many names for religion with differences in rituals. I will tryto explain this with a simple example. Karma defined in religion and workdefined in science has a great similarity. Karma says that the Phala (effect)is based on individual's Karma. Science says that result of work is based onthe work itself. However, many blame that one did so and so thing like some oneelse but he was blessed with so much and I got very little. Some even blame thegod for this disparity. If I throw a ball upward with certain force it wouldachieve certain height before it starts descending downwards. My friend goes tothe moon and does exactly same thing with same force. He finds his ball goes tosay 50 metres up against my ball going up less than 6 metres up. Both of us didexactly same karma but my friend could achieve much better effect. This issolely because our karma had been in different environment. Science considersthis as 'system' and surroundings' whereas religion considers this as 'societyand time' Moral is no one should compare results with any one else. Leave thisto the supreme power and relax.

Swamiji as I understood had beengreat lover of ancient Indian religion, patriot with sympathy for downtroddenand poor people who couldn't earn bread for 2 meals in spite of working forhours per day. However, in the book referred, in addition he is projected for specialsympathy for Muslims and communists. He also has been projected as havingextra-ordinary powers of knowing past of a person and predicting future. I begto differ after reading and understanding Swamiji. Swamiji had great faith inancient Indian religion and he considered it as universal and eternal. He also believedin Smriti and Puranas need changes from time to time, place to place. Henceinterpretation of his thoughts for Islam seems to be the personal opinion ofthe writer and may be based on certain selfish motive. Similarly Swamiji hadgreat faith in living god rather than unknown god. He had soft corner for downtrodden andpoor who didn't get enough bread in spite of hard work. He did believe inwelfare of working class. He wanted that all classes be leveled up meaningbringing every man to same uppermost level. He didn't want that lower classesshould rise above upper classes. Hence, it is difficult for me to believe hewould have predicted or supported communism. In India and all over the worldmiracles are expected to imbibe faith in disciples and make a Swami acceptableto all. However Swami Vivekananda proclaimed that if he has to go to hell forhelping needy, he will gladly accept it. He had renounced the world. He couldhave never thought of having disciple and making efforts to get disciples. Inmy understanding Swamiji never believed in miracles and his projection in the bookon this line is incorrect.

Swamiji had been young in age (hisstay on earth had been less than 40 years) but eternal in wisdom. Hisconviction was education. He always preached education is the only thing needed to help all.His motto and work throughout his life had been to educate each and every personirrespective whether a downtrodden or a woman. Educate all and they would solvetheir own problems had been his belief. He used to say if one teacher is neededfor upper class child, 6 teachers are required for child who had been denied education for thousandsof years. Education must be free for all, whether poor or rich, upper class orlower class, a woman or man. In addition downtrodden should be looked after forbread also not only for child but his/her parents too. In poor classes childrennot only earn their bread but also support their parents. They have no time foreducation else the family would starve. So take care of family of a child whois being given education. Even in today's India this is true to great extent.

Swmiji's conviction had been livinggod instead of unknown god. He saw god in every man (person to be understoodcorrectly). He never differentiated between a man and woman. Both have sameAtman. He said worship living god. Provide him with whatever is in yourcapability. He himself had picked up, so called low class persons from streetand given them food and medicine. Treated them till they get healthy. He usedto say don't touchable instead of untouchable. However he gave a name daridrinaran to allpoor class people. He was convinced that Matri devo bhav, Pitri devo bhav,Gurur Devo bhav should be added with daridrinarayan devo bhav and even mudhodevo bhav. He had great respect for man. Invisible god came next to man in histhinking. Country's future rests in properly educated people and not in a feweducated people. Character building is possible only through education only. Heestablished Math (boarding schools) for women. He wanted similar school for menwhere pupils from all classes would live together, study together and build theircharacter together. Power of known god can be waken up only through righteducation.

Swamiji had full belief that westerndevelopment is materialistic. He never criticised materialistic development. Onthe contrary he accepted it and wanted Indians should learn this from westerners.At the same time he never accepted westerners are superior to Indians. Histhinking was there should be exchange of capabilities between Westerners andIndians. Indians should accept materialistic development from west and give spiritualthinking to west. This had been his advise. Indian scripture is the best in the world. He wanted to combine materialistic development with spiritualthinking. He believed in that through this understanding the world shall be at peace all the time. He was convinced that conversionfrom one so called religion to other so called religion is unnecessary. Letthere be millions of religions. Let everybody follow his/her respective religion. Letevery religion accept universal scripture. Conversion generates enmity amongpeople. Giving freedom to follow self religion creates understanding and peace.There is no reason why religions should be compared when all are part of theuniversal religion. Let Smriti and Puranas be modified to suit presentconditions. However, never modify Vedanta. This is what had been his conviction. How universal and eternal it is.

His most important message is awake,be brave, face all problems and never give way. Cowards and weak commit sins,tell lies. Be bold, never lie, and sacrifice for country and not for self ornear relative only.

Never work for name or popularity.If you miss your chance to go to heaven while helping a needy, don't repent.

Move forward, don't look back exceptwhen you wish to judge your progress, march till the goal is reached, Once you reachfirst goal prepare for next and next till you live on the earth.

Have faith in yourself, be pure inmind and body, work hard, don't be afraid of barking dogs, even poison of snakeis ineffective if you deny it.

Discard self-aggrandisement, factionmongering and jealousy. Never hate any one, any race or any nation. Those whoget proper education have a duty to give same to their poor brothers/sisters.

क्या अकेला लोकपाल भ्रष्टाचार खत्म करेगा?

Power Corrupts

अंग्रेजी में एक कहावत है। "व्यक्ती को भ्रष्ट बनाने का कारण सत्ताहै। अमर्याद (असीम) सत्ता व्यक्ती को अमर्याद भ्रष्टाचारी बना सकती है।" कैसाभी कानून बनाये वह भ्रष्टाचार का निर्मुलन कुछ हद तक ही कर सकता है। वक़ील समझते हैकी, कानून का उपयोग (इस्तेमाल) पक्षकार (मुवक्कील) को बचाने के लिये ही करना है। उसेयदी दोषी पाया तो जुर्मानेसे काम होना चाहिये। शारिरिक सज़ा ना होनी चाहिये। वक़ीलकभी भी दोषी को सज़ा दिलवाने के लिये काम नही करता। वह हमेशा अपने पक्षक़ार के हितमें ही सोचता है। कोई भी मुक़दमा को 2-4 हप्ते या महिनों में अंज़ाम दिया जा सकता है।मगर वक़ील अपना दिमाग पक्षकार को दोषी साबित ना करने केी पहले कोशिश करता है। उस मेंसमय जितना ज़ादा लगे उतना अपने पक्षकार के हित में है, ऐसाभी सोचता है। मैं एक चोरी का उदाहरण लेकरमेरे विचार समझाने का प्रयास करता हूँ।

हम सब पहले चोरी नही हो इस के लिये दक्षता लेते है, ना की, चोरी होने केबाद चोर को पकड़ के उसे सज़ा देने की सोचते है। चोरी का काऱन सोचते है। पहला काऱन घरमें कीमती चीजों का होना। हम घरने कीमती चीज़ें रखने के बजाय बैंक में लॉकर ले कर रख़तेहै। चोर घर में आया भी तो जादा नुकसान न कर पायेगा। उस के बाद चोर घर में आये ही नहीइस के लिये मजबूत दिवारें, छत, खिड़कियाँ, दरवाजे बनाते है। इन को तोड़ना चोर के लियेमुष्कील कर देते है। दरवाज़ा धक्का देने से ना खुले इस का इंतज़ाम करते है। अपना घरपूरी तरह से सुरक्षित करने के बाद सुरक्षा रक्षक की सेवा लेते है। अपनी तरफ़ से पूराइंतज़ाम करने के बाद ही कानून का सह़ाऱा लेते है। सिर्फ क़ानून ही हमारी चोरों से सुरक्षादेगा ऐसा कभी ना किसिने सोचा न पाया।

भ्रष्टाचार के मामले का भी सामना इसी तरहसे करना चाहिये। पहले तो भ्रष्टाचारहो ही नही इस के लिये क़दम उठाने पडेंगे। उस के बाद ऐसी यंत्रणा बनाई जाय जिसमें जनताभ्रष्टाचार का मामला खुले दिलसे, निर्भयतासे उठाये सके। उस के उपर जानकारी प्राप्तकर के सही कदम उठाने का ज़िम्मा उसी यंत्रणा का होना चाहिये। यही यंत्रणा भ्रष्ट सिद्ध(साबित) होने के बाद दोषी क ो सज़ा दे कर भविष्य में वैसा भ्रष्टाचार न होने पाये इसलिये अपनी यंत्रणा में सुधार करें। यह करने के बाद वह यंत्रणा पूरी जानकारी एक सक्षमयंत्रणा को दे दें। यह यंत्रणा लोकपाल हो सकती है। लोकपाल यदी कारवाई से संतुष्ठ होगातो मामला आगे नही बढ़ेगा। खामी या खामीयाँ हो तो लोकपाल अपने अधिकार में कारवाई करसकता है। यह ध्यान में रखना चाहिये की ऐसी प्रक्रिया (पद्धती) होनी चाहिये कि, जो व्यक्तीभ्रष्टाचार का मामला दर्ज़ करता है उसे किसी के पास बार बार ना जाना पडे ना की, एकके बाद दूसरे के पास जाना पडे। मामला दर्ज़ करने के बाद उस का बयान ले जा सकता है,सबूत माँगे जा सकते है, मगर न्याय व्यवस्था में जैसे एक न्यालय के बाद उस के उपरवालेन्यायाल में जाना पड़ता है वैसे जाने की आवश्यकता नही होनी चाहिये। पूरी कारवाई वेबसाईटपर रखी जाय और कोई भी उसे देख़ सके। लोकपाल को सभी यंत्रणा पर नज़र रख़ने की क्षमतादेनी चाहिये।

चोरी हो ही ना पाये इस के लिये कदम उठाना सबसे पहले करना चाहिये। आम आदमीको हररोज. कोई ना कोई काम के लिये शासन के या गैर सरकारी दफ्तर में जाना पडता है। एक उदाहरण लेते है। आमआदमी जब दफ़्तर पहुँता है तो पहले वह मालूम करना चाहता है की, उस का काम किस के पासजानेसे होगा। मगर यह जानकारी मिलेगी इस का कोई विस्वास (भरँवसा) नही होता। फिर कोईक़तार में खड़ा हो ज़ाता है। जब वह खिड़की के पास पहुँचता है तो उसे बताया जाता बैकि, यह काम इधर नही तो कोई और ज़गह होता है। उस और जगह की जानकारी नही दी जाती। फिरवह और जगह ढुंढने लगता है। कोई उसे सही खिडकी दिखाता है। फिर क़तार में खडा होता है।खिड़की के पास जब वह पहँुचता है तो उसे पूछा जाता हे आपने फोटो क्यों नही लगाया? आमआदमी यह कहे की, मेरे पास फोटो है किधर लगाना है इस के बारे में किधर भी नही लिख़ाथा इस लिये मेंने गोंद और फोटो साथ में लाया है। आप जिधर कहेंगे उधर मैं अभी लगाताहँू। उसे जगह दिखाया जाती है। वह आदमी जब फोटो चिपकाने की कोशिश करता है तो उसे कहाजाता है कि, और भी कतार में है तो बाजू में जा के फोटो चिपकाओ। बेचारा खिडकी से दूरजा के फोटो चिपकाता है। मगर वह खिडकी के पास नही जा सकता। फिर कतार में खडा हो जाताहै। जब फिरसे उस की बारी आ जाती है तो उस को फोटोपर दस्तख़त करने के लिये कहा जाताहै। हो सकता है की फोटो और किसी का याने पत्नी का हो तो पूछा जाता है, यह फोटो औरतका है और उसी का दस्तख़त चाहिये। फिर वह घर जाता है और पत्नी से दस्तख़त करवा के कतारमें खडा हो जाता है। जब उस की बारी आ जाती है तो पूछा जाता है कि जिस का दस्तख़त हैवह किधर है? इस तरह कुछ सेकंद में होने वाले काम के लिये कुछ दिन लगते हैै। और यह मामलाइधर ही खत्म नही होता। फोटो के बाद हर प्रमाणपत्र के बारे में ऐसा ही होता है। इस कामतलब है कि, मिनिटों में होने वाले काम के लिये बरसों लग जाते है। शासन के कर्मचारियोंका काम भी बढ़ता है। वे भी सोचते है कि, आम आदमी को पूरी जानकारी देने के लिये कोईयंत्रणा होना चाहिये। सोचता जरूर है मगर चाहता नही। वर्तमान यंत्रणा एजैंटों को बढावादेती है और शासन के कर्मचारियों को काला धन कमाने का मौक़ा। इस प्रश्न पर सबसे पहलेध्यान देना चाहिये। पूरी जानकारी वेबसाईट के ज़रिये जनता के पास पहँुचनी चाहिये। हरदफ़्तर में इलेक्ट्रॉनिक बोर्ड होना चाहिये। जिस पर उस दफ़्तर में होने वाले काम कीसूची होनी चाहिये। सूची में दिये गये काम पर स्पर्श करते ही काम किधर कैसे होता हैइस की जानकारी सामने आनी चाहिये। काम करने के लिये लगनेवाले और दस्तों की जानकारी चाहिये।काम करनेवाले कर्मचारी का नाम और बैठने की जगह मालूम होना चाहिये। यह माहिती (जानकारी)ऐसी होनी चाहिये कि कोई भी आम आदमी किसी की सहायता बिना अपनी अर्जी पूरी तरह से संपूर्णतःउचित कर्मचारी को पेश कर सकें। अण्णाजी (अन्नाजी) नागरीको की सनद इस लिये चाहते है।शासन के हर कर्मचारी का काम कार्याल के मुख्य अधिकारी निश्चित कर के लिखीत में देतेहै। वर्तमान कानून के हिसाबसे हर अधिकारी को कार्यभार सम्हलते ही यह करना अनिर्वायहोता है। तो ऐसी सनद हर दफ़्तर में बनाने में कोई दिक्कत नही होगी। यदी इस पर अमल कियाजाय तो ना एजन्ट रहेंगे ना भ्रष्टाचार। कमसे कम नीचले स्तर का भ्रष्टाचार काबू मेंला सकते है।

शतक 17 में दिल्ली में मुघलोंने अपना साम्राज्य स्थापित किया था। पूरे हिदोस्तानमें अलग अलग राजा महाराजा, नवाब, सुलतान थे। मगर सभी परदेशी मुघलों के अंकित थे। नवाबऔर सुलतान भी परदेशी थे। दख़न में महाराजा शिवाजीने बिजपूर के सुलतानसे कुछ मुलुख तोड़के स्वराज्य की स्थापना की। तभी दिल्ली में मुघल सम्राट औरंज़ेब का शासन था। शिवाजीको मुघलों का अंकित होना मान्य नही था। शिवाजी महाराज चाहते थे कि, गैर मुल्खसे आयेहुये सभी सम्राट, सुलतान, नवाब से हिंदोस्तान को स्वतंत्र्य किया जाय। शुरुवात बिज़पूरके सुलतानसे कुछ भूमी स्वतंत्र कर के हुई। औरंज़ेब काफी चालाक़ और अक्लमंद था। उसेमालूम था की शिवाजी को छूट देनेसे मुघल साम्राज्य बिख़र जायेगा।

छत्रपति शिवाजी कोपकड़ने के लिये लाख़ कोशिश करने पर भी औरंजेब नाकामयाब रहा तो 1664 में एक बड़ी फौज़दे के मिर्झा राजा जयसिंह को दख्खन भेजा। मिर्झाने शिवाजी को हैरान किया और उस के बहोतसारे किले (फोर्ट) कब्जे में कर लिये। शिवाजी को आग्रा जाने के लिये मज़बूर किया। शिवाजीआग्रा आने के बाद औरंजेबने मिर्झाको वापस बुला लिया ओर उसकी हत्त्या 2 जुलै 1667 कोबु्रहानपूर में कर दी। शिवाजी काफ़ी प्रयास कर के अपने को आज़ाद कर के वापस स्वराजमें आ गया। फिर जो किले मुघलों को दिये थे वे वापस लेने का प्रयास शुरू किया। मगर किलेवापस लेने में शिवाजी को सफ़लता मिल नही रही थी। ऐसा ही एक असफ़ल प्रयास करने के बादशिवाजी खाना मिलने हेतु एक झोपड़ी में पहँुचा। झोपड़ी में छत्रपति का स्वागत हुआ औरकुछ देर बाद चाव़ल खाने के लिये परोसा। शिवाजी मध्य में हात डालकर चावल खाने लगे। चावलगरम होनेसे शिवाजी का हात जल गया। तो परोसने वालेीअम्माने शिवाजी को मध्य के बजाय बाजूसेचावल खाने की सलाह दी। छत्रपति चाणाक्ष थे। उन्हे अपनी गलती समझने में आ गयी। लक्षकिले वापस लेने का था मगर पहले आजुबाजु का प्रदेश लेना जरुरी है यह उन के समझ में आया।यह नीती अपना के छत्रपति शिवाजी महाराजने सभी किले एक एक कर के फिरसे स्वराज में लाये।लोकपाल गरम चावल का मध्य है। अण्णाजी ने उस पर ही हाथ डाला। उस का नतीज़ा हाथ जलनेका ही होगा। माताजी का संदेश जैसा छत्रपति शिवाजी महाराज़ने समझा वैसे ही अण्णा यदिसमझे तो सक्षम लोकपाल जनता को मिल सकता है।

जनता को सबसे जादा दिक्कत दिन ब दिन के कार्य में है। उस के लिये सक्षमनागरी संहिता आवश्यक है। पहले नागरी संहिता लाने का प्रयास करना चाहिये। इस के लियेएक पारदर्शी प्रणाली का निर्माण हो। इस प्रणाली का इस्तेमाल कर के सामान्य जन भ्रष्टाचारदुनिया के सामने ला सकते है। अपना अनुभव इंटरनेट के ज़रिये सभी को बता सकते है। कर्मचारीका बर्ताव उस के उच्च अधिकारी के दृष्टिक्षेप में ला सकते है। अधिकारी को कर्मचारीकी तहकियात करवाने में बाध्य कर सकती है। नतीजा इंटरनेट के जरिये देख सकती है। यदीअधिकारीने ठीक काम नही किया तो उस के उपर का अधिकारी खुद तहकिकियात कर के दोनो के ख़िलाफ़कारवाई कर सकता है। इसी तरह इस संहिता के आधारसे केंद्र या राज्य शासन तक तहकिकियातहो सकती है। एक दफ़े यह प्रणाली चल पड़े तो भ्रष्टाचार के मामले पूरे ख़त्म ना भी हुएतो कमसे कम बहुत बड़ी हद तक निपटाये जा सकते है। बड़े भ्रष्टाचार के मामले जनसंविधानप्रणालीसे काबू में नही आयेंगे। उस के लिये अलग तरीका ढँूढना पडेगा।

लालच बड़ी बला है। सत्ता उससे भी बड़ी बला है। लालची मनुष्य पैंसों के लियेकुछ भी कर सकता है। सत्ता लालची मनुष्य को उस में सहायता करती है। इस लिये हर एक व्यक्तिसत्ता पाने के लिये कुछ भी कर सकता है। स्थानिक स्वराज्य संस्थां में चुनाव जीतने केलिये प्रत्याशी करोड़से जादा खर्चा करते है। जाहिर है कि यह पैसा वापस लेने का प्रयत्नहोगा और भ्रष्टाचार होगा। इस के लिये उपाय है। हर प्रत्याशी का प्रचार खर्च शासन उठाये।प्रचार का तंत्र निर्माण करे और हर प्रत्याशी को समान संधि दी जाये। इससे प्रत्याशीयोंकी संख्या बढ़ सकती है। उसे नियंत्रण में लाने के लिये कुछ कानून होने चाहिये। जैसे(R)ight (T)o (R)eject याने RTR, प्रत्याशीयों की निष्ठा याने कम से कम 6 साल तक कोईएक पक्ष के साथ या अपक्ष रहना, 100 फी सदी वोटिंग याने हर वोटर को वोट ड़ालना अनिवार्यकरना, प्रत्याशी को जादा से जादा 2 बच्चे होना, प्रत्याशी शासन के नियम पालनेवाला होना,शिक्षा (याने कीे कम से कम 9 वी उत्तीर्ण), अनुभव (याने की 5 से 15 साल का समाज कार्यका अनुभव), इत्यादी. इस मंे औेर भी शर्ते ड़ाल सकते है। यह करने से जनप्रतिनिधी स्वच्छमिलेंगे। फिरभी शासन के कर्मचारीयों को भ्रष्टाचार से मुक्त करने के लिये और कुछ नियमकरने पड़ेंगे।

हड़प कियावाला पैसा बड़ी चलनी नोटों में होता है। पैंसों का रोकड़ व्यवहारसेहोता है। इस पर पाबंदी लगा सकते है। चलनी नोट 50 रुपये तक सीमित रखी जाय (वर्तमान मेंजिसके पास 100, 500 और 1000 के नोट हो तो हर व्यक्तीने सभी नोटोंपर दस्तख़त कर केखुद के बैंक खाते में जमा करना अनिवार्य करें। बैक सभी नोटोंपर खाता क्रमांक ड़ाल केस्वीकार करे और उस की जाँच बाद में कर के व्यक्ती के खाते में जमा करे। इस की जानकारीसक्षम आयकर अधिकारी को देना बैंक के लिये अनिवार्य होगा। यदी यह धन काला हो तो पूरीराशी शासन के खाते में जमा कर दे)। सामान्य व्यक्ती को बैंक में खाता खोलना मुष्किलहै। खाते में कम से कम 1 हजार या जादा रक्कम रखने का नियम जो है। यह मुष्किल सुलझानेके लिये शून्य बचत खाता जारी करना होगा। इस नियमसे हर 16 साल के उपर के व्यक्ती कोबैंक में खाता खोलना आसान होगा। बैंक खाता होनेसे रोकड़ व्यवहार करीब करीब बंद कर केसिर्फ धनादेश (चेक) द्वारा व्यवहार कर सकते है। यह सुविधा देने के लिये संगणक प्रणाली(कम्प्युटर प्रोग्राम) विकसित करना होगा। ऐसी प्रणाली हो जिस में हर जगह मशीन होगीजो देनेवाले का खाता जाँच के तय करेगी की, खाते में देने के लिये पैसा है या नही। यदीपैसा हो तो फिर दुसरा दस्तख़त कर के लेन-देन पुरी की जायेगी। पैसा जिस की मशीन (यंत्र)हो उसी के खाते में जमा होगा। जिस के खातेमें पैसा जमा होगा उस के खातेसे 1-2 (जो भी तय होगा) फी सदी रक्कम कर के रुप में शासनके खाते में जमा होगी। इस व्यवहार में दो दफ़े अंगुठा लगाना और स्वाक्षरी करना अनिवार्यहोगा. यदी दोनो इकठ्ठे किये हो तो वह धनादेश (चेक) ज़ाली माना जायेगा। इस प्रकार रोकडकी आवश्यकता ही नही होगी। कुछ मर्यादा तक (याने 100-200 रुपये तक) रोकड़ व्यवहार कोमान्यता दे सकते है। बैंक को जो कर जमा होगा उस में तय की हुई रक्कम लेन-देन के लियेदी जाय। बड़ी कीम़त का चलन नही होने से काला पैसा छुपा के रखना असंभव होगा।

जो भी नियम बनाये जाये उन का जारी करने का समय निश्चित किया जाय। और भीउपाय आवश्यक होंगे। सोच के बाद ऐसे उपाय इस में जोड दिये जाय।

System and Surroundings

There is aconcept of system in today's science. System has been defined as a space with boundaries.Boundaries need not be of regular shape. Outside the system boundaries thespace is known as surroundings. System and surroundings make the universe. Systemis a space of interest in the universe. The boundaries may be loose or tightmeaning interaction between the system and the surroundings is allowed or not.Transfer of energy between system and the surroundings takes place if theboundaries allow the same. Energy of the system will remain constant and shallnot increase or reduce if the boundaries are tight.

This energy may be in anyform. Science also says energy can neither be created nor destroyed. Yes, formof the energy can be changed. Properties of the energy are based on the form.As an example electric energy (electricity) can be transferred into light orheat (light energy or thermal energy). Reverse also is possible. However if thechange of form of energy takes place in a system with tight boundaries therecan be disaster. Consider an atomic reactor. Energy converted using the reactorcan produce electricity or a blast. If boundaries are loose effect of the blastcan be reduced considerably. May be effect of the blast could be made nearlyzero depending on looseness of the boundaries. Every society on this earth isjust like the system. Today's form of the society is nation.

Society ornation is a common factor for each and every religion in the form we knowreligions. Our understanding is there are many religions not only in theuniverse but even on our planet earth or world. This is because universalreligion exists in 2 parts, Internal and external. We see every religion like asystem. We have hardly any knowledge about outside of our system i.e. Universe.Indians in ancient India had recognised and understood both i.e. system andsurroundings. Swami Vivekanada said Vedant i.e. Vedas and Shriti aresurroundings. Eternal relationship between the god and soul is explained in Vedant (This is found only in ancient Indian religion which is part of the religion in the universe).He further says knowledge exists from time immemorial. This is similar todefinition of energy. Energy is existing and so is the knowledge. In ancientIndia Rishies (seer of thoughts) discovered knowledge (Rishies didn't inventknowledge) and passed it from generation to generation. There had been nosingle person but many rishis discovered the knowledge and with time more andmore was known to people. Size of Vedas and Shritis increased with additionfrom time to time. Knowledge has no known. This knowledge of religion iseternal and universal. Therefore, he concludes that there is only one religionin whole of the universe. What we understand as religion today or in past 2000years or so are Smriti and Puranas. Smriti and Puranas specify rules forfollowing religion in practice. These were developed by selfless intelligentpersons for ensuring brotherhood among persons in a society. Knowledge inVedant prevails over the knowledge in Smriti or Puranas. There had been manysocieties and they needed refreshing their understanding from time to time.Wherever and whenever a conflict arises Vedanta shows the way. This means allholy books of every religion are Smriti. These books shall not take precedentover Vedanta.

Nothing isknown about personality about Rishi. We only know that a good number of Rishisdiscovered spiritual relationship between a soul and the god. Sages discoveredright way to deal with members of a society. The later can be termed aspractical life. Ancient Indian religion is not preached by any one particularperson (Even Shrikrishna didn't preach religion. He brought out knowledge fromVedanta in terms people could understand). This is true to other preachersalso. The only difference is they didn't have help from Vedanta and has todepend on their personal capabilities, understanding of society and the soul.There is a great danger if some time it is proved that those preachers neverexisted. This will have an effect on such religions and the particular religionmight collapse. Ancient Indian religion is safe from this aspect.

There isanother concept in today's science. Scientists and technologists call it asEntropy. Entropy could not be defined correctly till date though. Fundamentaltendency of energy or knowledge is to degrade, disperse or disrupt order. Whenscientist say entropy always increases means the disorder increases with time.This is 100% applicable to religion also. Religion as understood in world(laws, rules, regulations to be followed by members of a society) also degradeswith time. Increase in disorder is natural. To bring back the order efforts arerequired. This is done by prophets, messengers and incarnations throughout theworld at all times. This is the reason we see many religions in the world.However, the fundamental religion, as explained in Vedanta, never changes. Itis the unique feature of ancient Indian religion. Vedanta never identifiesancient religion as Hindu or with any other specific name. The reason I guessis, it is the only religion in whole of the universe and therefore, there is norequirement to name it (name Hindu had been given by Arabs who visited Indiaand saw a great river Sindhu and they pronounced the name of the river asHindu).

Swamiji had great understanding andvision for India. He says Indian culture is not only the oldest but the best inthe world. His vision was Indian culture is the best in the universe. The only lacunahe found was "restricted education" He used to profess that let eachand every person be educated in a right way. Every person must be pure in bothmind and body. We have a lot to learn from westerners. However, we have a lot to giveto them. Our strength is our culture. We must not loose our culture. Indiashall be equal to any of the countries in the world. He had no thought ofsuperiority over others or inferior to any one. Just all are equal. Swamijididn't bring any new philosophy. He just invited attention of the people to theancient Indian philosophy with illustrations. Swamiji has given many examplesof his time. I am afraid I may not place examples here, else this article wouldbe too lengthy to read.

His ideal woman is Sita. He used tosay Sita is a unique character. There is no need to find whether Sita everexisted. Sita is one, there had been no Sita in the past and no Sita at presentor there shall be no Sita in the future. There had been only one Sita manyyears ago either physically or in books. Every woman must be blessed "beSita" In order to follow Sita all women must be taught in a right way, tobe pure mentally and physically. There is no need to solve women's problems.Teach them and let them find their own solutions. Worship of woman doesn't meanphysical worship similar to idol worship or similar to prayer to the god. True worship isto treat them equal, not in the western way though. Westerners say "Good Morningmadam" and in the same breath they say "your breasts are sotempting" Westerners worship women to make them their wives and notmother. Almost all over the world woman is considered as an object of pleasure.Somewhere they give equal status outwardly, whereas some where they areprotected as property. Ancient Indians considered woman as a mother first. Thisis our culture and is the best to any other culture in the world.Indians must not forget this and honour women and respect them as mothers. Thisis the way how women must be treated. This shall make women equal to men andshall have no danger in the society. Women must be given right education andallowed to solve their problems on their own. This is how women must be worshiped.

Swamiji said Brahman is one who is educated toacquire knowledge. Brahman cannot be a Brahman just because his father orancestor was a Brahman. In Indian culture there are basically 2 castes. Firstwho acquire and deliver knowledge and other who do physical work. However, thisdoesn't mean that Brahmans are superior or inferior to those who do physicalwork. All are equal and any one who desires to acquire education must beprovided with suitable facilities. Those who desire to do physical work shallbe treated equal to Brahman in every respect except educational strength.Brahman shall be superior in educational strength but inferior in physicalwork. Both these are equally needed for survival of a society and areinescapable necessities. Hence, there shall never be difference in the societyamong such persons whether any one uses brain or muscles. Swamijiconsidered right education is what is necessary to all. First stage shall bebring all at par in education and then have competition among all. He used tosay don't forget that a particular dirt carried by a person on his head, hadremained in others stomach for days or more.

Swamiji said there are many ways toreach to the god. Every one can think of Nirvana. However, don't forget everyone has a duty or Karma to be performed before leaving this beautiful earth.Karma is the best way for general public who passes through all four stages oflife. Have firm belief in Karma and one need not bother about external worshipor prayers. Remember external worship and prayers are tools to control one'smind. Right Karma itself is worship of the god. One should see the god in everyhuman being. If one does this no one would be made slave or troubled and everyhuman being would enjoy life in the best way. Swamiji said let there be manyreligions or sects but always remember there is only one religion in theuniverse. What people consider as religion is just a copy of the universal and eternalreligion. Differences in various religions are based on place and time. In addition I wish to add society to his thinking. Religionsprofessed at various times at various places were based on society, for whichthe religion is professed. Therefore, no religion can be inferior or superiorto any other so called religion. Swamiji says there is no need to convertpeople from one religion to other. No religion guides people in the wrongdirection. The difference in direction may change with place, time andsociety. It is so true, we follow concept of nation rather than religion in thepresent world. We have various methods to make rules for behaviour of people inthe nation. This is what had been achieved in past. There were no boundaryfixed for nation in olden days. Boundary for religion is place, time and society. Personally I firmly believe inthis. I propose that conversion, in whatever form or through method, from onereligion to another should be considered as a crime. Punishment for such crimeshould be loss of nationality for the persons involved.

Swamiji had great faith in "Gurukul"Gurukul is an ancient form of Indian school where the pupils and"Guru" stay in one place for education. The entire expenditure wasborne by the king (now we can say society or the state). Pupils were taughtwhile working in the spare time. Pupils also supported themselves through minorwork (basically work related to agriculture or housekeeping during those days).Guru had total control in the gurukul and guided pupils all the time i.e. 24/7in today's term. Every pupil had personal attention from the guru. Educationhad been knowledge transferred through generations and practices for living inright manner and ways. He desired gurukul for all, irrespective of religion,caste, creed or belief. One gurukul for one society (we may say for one nation intoday's terms). Of course this doesn't mean one number but one mind. He saidlet there be one gurukul on one bank of river for boys and another on theopposite bank of the river for girls. Girls, he said should study up to age of15 in the gurukul and then get married or as per the decision of their parents. However, while in gurukul all will follow "Brahmacharya" i.e. no sexual (both body and mind) pleasure. Once a pupil learns primary education,professional skill and morality then every one can undergo higher education orwork as may be fit for the pupil. He always stressed on purity of mind and bodyirrespective of sex of the person. Purity he wanted to develop in gurukul alongwith other education and skills.

Using comma all theemail address can be connected so Information to all can be sent through asingle email to all. When one selects "I will reach out to my emailcontacts instead" Next screen would appear:

Copy paste emailaddresses in the white space in the form and wait for a few seconds. Nextscreen would appear like this:

भ्रष्टाचारसे मुक्ती पाने के लिये भ्रष्टाचारीयों का खातमा करना याने कानूनबना के भ्रष्टारीयों का सजा देना यह दूर का रास्ता है। ऐसी व्यवस्था निर्माण करनी चाहियेकी, कोई भी व्यक्ती भ्रष्टाचार करनेसे दूर रहै। भ्रष्टाचार क्यों होता है वह जानकरउपाय ढूँढे। भ्रष्टाचार का मूल, व्यक्ती के लालच में है। सत्तासे पैसा मिलता है। हमारीधारणा है की, पैसेसे सब कुछ ख़रीदा जा सकता है। लोकशाही व्यवस्था में सत्ता चुनाव जीतनेसेमिलती है। इस लिये हर व्यक्ती चुनाव लड़कर सत्ता हासिल करना चाहता है। चुनाव में वोटरोंको लालच दिख़ाकर उनसे वोट माँगता है। हम सभी जानते है की, गाँव में चुनाव जीतने केलिये प्रत्याशी लाखों रुपये खर्चा करते है। चुनाव जीतने के बाद कई गुना जादा पैसा कमातेहै। जों प्रत्याशी पैसा ख़र्चा नही करते वह शायद ही जीतते है। मगर यदि जीत जाये तोजीतने के बाद पैसा ऐंठते नही। इसका मतलब साफ है। लालच़ का ख़ातमा और चुनाव का खर्चाशून्य करना। लालच़ का ख़ातमा करने के लिये धर्म का सहारा ले सकते है। धर्म के सच्चेसाधु यह काम कर सकते है। मगर आज के ज़माने में ऐसे महात्मा मिलना कठीन ही नही नामुमक़ीनहो गया है। मगर हम चुनाव ख़र्च शून्य कर सकते है।

चुनाव का खर्चा शून्य करने के लिये सभी प्रत्याशिओं के प्रचार खर्च की जिम्मेवारीशासनने उठानी चाहिये। हर एक प्रत्याशी का समान प्रचार होना चाहिये। रेडिओ, टेलिव्हिजन,केबल, प्रचार सभा, पुस्तिका और कोई अन्य मार्गोंसे प्रचार किया जा सकता है। इस मेंएक रोड्ा यह हो सकता है कि, चुनाव लड़ने के लिये बहुत जादा प्रत्याशी मैदान में उतरेंगे।यह भीड़ कम करने के लिये चुनाव लड़ने के लिये कुछ नियम बनाने होंगे। मेरे विचार सेआगे दिये वाले या और नियम बंधनकारक होने चाहिये। शिक्षा (याने कीे कम से कम 9 वी उत्तीर्ण),अनुभव (याने की 5 से 15 साल का समाज कार्य का अनुभव), निष्ठा (याने की चुनाव दिन केपहले कम से कम 6 साल एक ही राजनीती पक्ष में या अपक्ष होना), बच्चे (याने की जिसे दोया कम बच्चे है उसे चुनाव के दिन दो से जादा बच्चे नही होना ओर जिसे दो या जादा बच्चेहै उसे उस से जादा बच्चे नही होना अनिवार्य किया जाय), स्वच्छता (याने की घर में स्वच्छतागृहहोना)। इस में और भी निकष डाल सकते है या इन में सुधार भी कर सकते है। यदी ऐसे नियमबने तो प्रत्याशीं जादा नही होंगे।

यह उपाय साफ़ स्वच्छ प्रत्याशी दे सकते है। मगर सत्ता ऐसी बला है की, भलेभले कों भ्रष्ट कर सकती है। हमारे प्रधानमंत्री भ्रष्ट नही है। मगर अपनी खुर्ची सहीसलामत रखने के लिये उन्हे कुछ लोगों को खूष रखना पडता है। इस लिये चुनाव जीतने के बादभी जीतने वालों के लिये नियम होना चाहिये। यह नियम ऐसे हो सकते है चुनाव के पहले अपनीसंपत्ती का उचित ब्योरा दें (यह सक्षम अधिकारीसे जाँच करने के बाद ही सच्चा मान लियाजाय (उस की हर 6 महिने में फिरसे जाँच की जाय और जनता को वेबसाईट के जरीये दिखाया जाय)। शासन के कर्मचारिओं को जबभी जबभी संपत्ती में बदलाव आ जाता है तो वह घोषितकरना अनिवार्य है। जनप्रतिनिधो को भी यह कानून अनिवार्य करना चाहिये ओर उस का ब्योरावेबसाईट के जरीये जनता तक पहँुचाना चाहिये।

लोकशाही व्यवस्था में जादा से जादा वोट लेनेवाला विजयी घोषित किया जाताहै। भारत में चुनाव में वोट डालने वालों की औसत 50 फी सदी है। यह अनुभव है कि, 15 प्रतिशतवोट मिलनेवाला विजयी घोषित किया जाता है। यह 15 प्रतिशत लोगों का लाडला (या लाडली)100 प्रतिशत वोटरों की पसंद माना जाता है। उसे जनता का प्रतिनिधी माना जाता है। मैंलोकतंत्र का यह अपमान समझता हूँ। 100 प्रतिशत वोट ले के जीतना नामुमकीन है, यह मैंमानता हँू। मगर जैसे विद्यार्थी को परिक्षा उत्तीर्ण होने के लिये 35 से लेकर 50 प्रतिशततक का बंधन होता है वैसाही बंधन चुनाव जीतने के लिये भी होना चाहिये। 50 प्रतिशत मर्यादाअच्छी होगी। जनताने इसपर गौर कर के निर्णय लेना चाहिये। जो भी निर्णय होगा उस के लिये100 प्रतिशत वोटिंग होना जरुरी है। इस लिये जनता के लिये वोटिंग अनिवार्य करना होगा। इस के साथ यदि कोई वोटर सोचता है कि चुनाव लड़नेवालो में कोई भी प्रत्याशीलायक नही है तो उसे "कोई लायक नही" यह कहने का अधिकार होना चाहिये। प्रत्याशिओंकी यादी (लिस्ट) में इस नाम का यह प्रत्याशी शासनने जोड़ना चाहिये। यदी इस प्रत्याशीको बहुमत मिलता है तो बाकी सभी प्रत्याशी को 6 साल तक कोईभी चुनाव लढ़ने के लिये परवानगी(परमिशन) नही होनी चाहिये। याने बाकी सब प्रत्याशी 6 साल तक चुनाव में शामिल नही होंगे।

जनता को भी कुछ नियम अनिवार्य है। इन नियमों के दायरे में जनता याने आमआदमी और चुने हुये जनप्रतिनिधी दोनो आने चाहिये। चलनी नोट 50 रुपये तक सीमित रखी जाय(वर्तमान में जिसके पास 100, 500 ऐर 1000 के नोट हो तो हर व्यक्तीने सभी नोटोंपर दस्तख़तकर के खुद के बैंक खाते में जमा करना अनिवार्य करें। बैक सभी नोटोंपर खाता क्रमांकड़ाल के स्वीकार करे और उस की जाँच बाद में कर के व्यक्ती के खाते में जमा करे। इसकी जानकारी सक्षम आयकर अधिकारी को देना बैंक के लिये अनिवार्य होगा। यदी यह धन कालाहो तो पूरी राशी शासन के खाते में जमा कर दे)। सामान्य व्यक्ती को बैंक में खाता खोलनामुष्किल है। खाते में कम से कम 1 हजार या जादा रक्कम रखने का नियम जो है। यह मुष्किलसुलझाने के लिये शून्य बचत खाता जारी करना होगा। इस नियसे हर 16 साल के उपर के व्यक्तीको बैंक में खाता खोलना आसान होगा। बैंक खाता होनेसे रोकड़ व्यवहार करीब करीब बंद करके सिर्फ धनादेश (चेक) द्वारा व्यवहार कर सकते है। यह सुविधा देने के लिये संगणक प्रणाली(कम्प्युटर प्रोग्राम) विकसित करना होगा। ऐसी प्रणाली हो जिस में हर जगह मशीन होगीजो देनेवाले का खाता जाँच के तय करेगी की, खाते में देने के लिये पैसा है या नही। यदीपैसा हो तो फिर दुसरा दस्तख़त कर के लेन-देन पुरी की जायेगी। पैसा जिस की मशीन (यंत्र)हो उसी के खाते में जमा होगा। जिस के खातेमें पैसा जमा होगा उस के खातेसे 1-2 (जो भी तय होगा) फी सदी रक्कम कर के रुप में शासनके खाते में जमा होगी। इस प्रकार रोकड की आवश्यकता ही नही होगी। कुछ मर्यादा तक (याने100-200 रुपये तक) रोकड़ व्यवहार को मान्यता दे सकते है। बैंक को जो कर जमा होगा उसमें तय की हुई रक्कम लेन-देन के लिये दी जाय। बड़ी कीम़त का चलन नही होने से काला पैसाछुपा के रखना असंभव होगा।

जो भी नियम बनाये जाये उन का जारी करने का समय निश्चित किया जाय। और भीउपाय आवश्यक होंगे। सोच के बाद ऐसे उपाय इस में जोड दिये जाय। निवेदनपर दस्तख़त करने के लिये इधर क्लिक कीजिये।

Astonishingly all so called religions both present and past areunanimous on status of women i.e. mother. Christens recognize women as"Mother Supreme", Hindus consider woman as "Shakti" i.e.strength or power. However, there are 3 distinct cultures in the world. Western,West Asian and Indian. Eastern part of Asia has a mixed culture. Originally allcultures were developed based on a single factor of "survival" Duringearly days of human culture physical strength had been necessity for survival.Man being superior in physical strength was given more importance than a woman.Now time has changed and mental intellectual strength is more important forsurvival than physical strength. Therefore woman has a better place in today'ssociety. There is a need to recognise this change and reform the society togive a status to women based on their intellectual strength.

Western Woman

Western culture leads inrecognizing strength of a woman. Westerners treat women equal to men in everyrespect. However it should not be forgotten that westerners migrated to newarea on earth in search of natural resources like valuable metals and food. Intheir search they didn't consider killing, robbing and raping as sins as longas they could grab natural resources. This did degrade women to wife. A wife,who is useful for sex pleasure only. In spite of equal status to women, womenare still considered as toys. Under the disguise of equal sexual rights towomen they have made women as slaves. Women also have accepted this withoutunderstanding the implications of this change. The original idea of purity isnow a history. Religions considered purity of mind and body as the highestvirtue. In western Asia (India and Muslim countries in west) this virtue hasbeen degraded but still accepted by all. In India purity of mind and body isaccepted by majority even for men. Muslims treat women as their property andconsider safety of women as duty of the man. Muslims assume that purity ofwomen is to be preserved and they don't pay attention to purity of men. Indiansalso have started adopting this change. However huge majority still considerspurity of men also.

Swami Vivekananda said Indian women are first mothers and then wiveswhere as western women are first wives and then mothers. He considered purityas the highest virtue and it must be preserved under any circumstance. He saideducation is the only need to solve problems of women. Educate women and theywill solve their problems. He even refused to suggest and solution for womenproblems. He insisted on giving proper education based on Vedanta and scienceto women. He started schools for women to teach this. It has good effect and inthe area of schools the women are better educated, self dependent and valuepurity. Bharat Ratna Dhondo Keshav Karve started similar movement in the Puneregion of Maharashtra state in India. That has grown and spread at manylocations in Maharashtra state. Both these mahatmas had a vision which couldgive right place to women in a society. Women need to follow them and geteducated while preserving purity.

Westerns have grabbed natural resources not belonging to them andhave flourished in every walk of life. Their basic needs are luxuries for otherpart of the world. They have no worry about food, clothing and house.Therefore, when they see women in India starving and feeding their childrenthey opine that women in India are slaves or not given due respect. They don'tunderstand the scarcity of resources in India. They don't understand women feedchildren because they are mothers first. Indian women consider feeding childrenis their responsibility. How can a mother eat when her child is hungry? Thisgreatness of Indian women lies in value of women considered by society asmother first. As long as this is preserved, Indian women shall be superior totheir counterpart at any place in this universe.

Swami Vivekananda

Swamiji was requested bysome one to give solution for widows in India. Swamiji replied I am not a womanand I won't give solution. Educate women and they shall find their solution.Education is what is needed to solve women's problems. Men must not interfereexcept for imparting right education to women. This is true even today. Status of women in India is the best as compared to any other partof the world. This shall remain so as long as society considers woman as amother, educates her, allow her to deal with her problems in her own ways andboth men and women maintain purity of life (both body and mind).

सन्माननियकिसनराव बाबूराव हजारे उर्फ अण्णा हजारे याना सप्रेम नमस्कार, विनंती विशेष.

मी काही आपल्यापेक्षावयाने किंवा कर्तृत्वाने मोठा नाही. त्यामुळे मी आपल्याला सल्ला देऊ इच्छित नाही.परंतु, एक भारतवासी या नात्याने गाऱ्हाणे जरुर पाठवू शकतो. काही उपायही सूचवू शकतो.

भारतीय जनता भ्रष्टाचारालाकंटाळली आहे. परंतु, त्याच बरोबर वैयक्तिकरित्या कोणीही भ्रष्टाचाराविरुद्ध लढा देण्यासतयार नाही. सामान्य माणसाला भ्रष्टाचार नकोसा आहे. परंतु हा सामान्य माणूस जेंव्हाखुर्चीवर बसतो तेंव्हा कसलीही लाज न बाळगता समोरच्या माणासाकडून पैसे मागतो. तो समोरचामाणूससुद्धा हेलपाट्यांना लागणारा खर्च जास्त आहे हे जाणून पैसे देण्यास तयार होतो.आर्य चाणक्य रात्री शासनाचे काम करत होते. त्यवेळी एक गांजलेला मनुष्य त्यांना भेटण्यासआला. चाणक्यांचा त्याला पहिला प्रश्न होता कि, बाबारे तुझे काम वैयक्तिक का शासनाचे?त्यांने काम वैयक्तिक आहे असे म्हटल्यावर चाणक्यांनी दुसरी समई पेटविली व पहिली विझवली.कारण काय तर पहिल्या समईत शासनाचे तेल होते. भारतात हाताच्या बोटावर मोजण्याइतके तरीलोक आहेत का जे वैयक्तिक पातळीवर भ्रष्टाचाराविरुद्ध लढा देण्यास तयार आहेत? आर्य चाणक्यांचाकित्ता गिरविण्यास तयार आहेत? जो तो दुसऱ्याच्या खांद्यावर बंदूक ठेऊन शत्रूचा नाशकरण्याचा प्रयत्न करत आहे. समाजकार्यांकरिता भ्रष्टाचारी मार्गाने पैसे मिळविले त्याचेसमर्थन करतात. याला आपली टीमही अपवाद नाही.

आपण ज्यांना जनतेचेसेवक समजतो ते 15 टक्के मते मिळवून निवडणूक जिंकतात व स्वतःला जनतेचे प्रतिनिधी म्हणवूनघेतात. त्या बळावर जनतेचे भले करणारे फक्त तेच आहेत असा दावा करतात. याला कारण एकच.जनता मतदान करण्याकरिता उमेदवाराकडून निवडणुकीच्या वेळच्या स्वतःच्या वैयक्तिक मागण्यामान्य करून घेते किंवा सुट्टी समजून पर्यटनाला जाते. मतदान साधारणपणे 50 टक्के किंवाकमीच होते. निवडणुकील 10-20 उमेदवार उभे असतात. जो कोणी जास्तीत जास्त मते मिळवितोतो निवडून आला असे समजले जाते. याकरिता 10-15 टक्के मते पुरेशी होतात. त्याचा अर्थजो उमेदवार एक गठ्ठा मते मिळवू शकतो तो विजयी होतो. उमेदवार त्याकरिता समाजाचे स्वतःच्यासोईनुसार धर्माच्या, जातीच्या किंवा दुसऱ्या कोठल्याही मार्गाने विभाजन करतो व निवडूनयेण्याचा डाव रचतो. यामुळे समाजामध्ये धार्मिक अथवा जातीय तेढ निर्माण करत आहे याचेत्याला सोईरसुतक नसते.

उमेदवाराच्या निवडणुकखर्चावर मर्यादा आहे. समजा त्या मर्यादेत एखाद्या उमेदवाराने खर्च केला (खरा खर्च शेकडोपटीने जास्त असतो) तरी तो त्याला कसा परवडतो हे मोठे गूढ आहे. त्याला जो पगार मिळतोत्यातून तो खर्च वसूल होत नाही हे शेंबडे मूलही सागू शकते. याचा अर्थ खर्च भ्रष्टाचारीमार्गानेच वसूल होणार हे जनतेनेच मान्य केले आहे. प्रत्येक उमेदवाराला वाटते जरी पक्षानेतिकीट नाही दिले तरी निवडणूक लढवायचीच. यातून पक्षांतराला प्रोत्साहन मिळते. चपराशाच्यानोकरीकरिता सुद्धा शिक्षण व अनुभव लागतो. परंतु, निवडणुक लढवण्याकरिता पात्रता म्हणजेभारताचे नागरिकत्त्व व वय एवढाच निकष आहे. निवडणूक लढवणारा प्रत्येक उमेदवार मी समाजसेवेसाठीरिंगणात उतरत आहे असेच भासवितो. जर समाजसेवा करावयाची आहे तर त्याला निदान समाजसेवेच्याअनुभवाबद्दल तरी विचारले पाहिजे.

भ्रष्टाचार मिटविण्याचासर्वोत्तम मार्ग म्हणजे भ्रष्टाचाराच्या निरनिराऴ्या संधींचा नाश करणे. बँकेतर्फे सर्वव्यवहार झाल्यास ते तपासणे सोपे आहे. भ्रष्टाचाराच्या संधीच कोणाही व्यक्तीला मिळणारनाहीत. मोठी रक्कम व्यवहारात लागणार नाही. हे प्रत्यक्षात आणण्याकरिता खूप तयारी लागेल.वेळ लागेल. परंतु हे एकदा केले की कित्येक वर्षे भ्रष्टाचाराबद्दल कसलाही लढा देण्याचीआवश्यकताच भासणार नाही. चोरांना पकडून शिक्षा करण्या पेक्षा चोरीच होऊ नये याची खबरदारीघेणे श्रेष्ठ असे माझे मत आहे. या सर्व गोष्टी विस्ताराने येथे मांडल्या आहेत.

मी खालिल स्मरणपत्र सुमारे दीड महिन्यापूर्वी ईमेलने पाठविले होते. परंतुकार्य बाहुल्यामुळे आपण त्यावर विचार केलेला दिसत नाही. आपल्याला आठवण करून देण्याकरिताहा प्रपंच. आज तारीख 10 डिसेंबर 2011 आहे. विषयाचे गांभिर्य आपल्या लक्षात आणून देण्यातमी कमी पडलो असे वाटू लागले आहे. हे पत्र वेबसाईटवर असल्यामुळे ते सर्वाना उपलब्ध आहे.हा प्रवाशांच्या जीवनाचा प्रश्न आहे. आपण बांधत असलेले बसथांबे केवळ उजव्याबाजूने प्रवेशकरण्याकरिता ठीक आहेत. परंतु, भारतामध्ये वाहने डाव्या बाजूने चालविण्याचा नियम आहे.प्रवाशांना पदपथावरून बसथांब्यावर जाण्याकरिता संपूर्ण रस्ता ओलांडून जावे लागेल. यारस्त्यावर वाहनांची गर्दी असल्यामुळे अपघातांची शक्यता जास्त असेल. घाईमुळे अपघात होतीलव त्यामध्ये कित्येकांना प्राणास अथवा अवयवास मुकावे लागेल. जरी रस्ता ओलांडण्यास पूल बांधले तरी प्रवाशी त्यांचा उपयोग करणारनाहित. पुण्यामध्ये बीआरटी बसकरिता अर्धाच रस्ता ओलांडावा लागतो तरी इतके अपघात होतात.तेंव्हा पूर्ण रस्ता ओलांडताना तिप्पट चौपट अपघात होतील. माझी आपणास विनंती आहे की,हा अट्टाहास सोडून द्यावा व नागरिकांवर कृपा करावी. मी सुचविलेला बसथांबा सुरक्षिततर असेलच वर नागरिकांकरिता कित्येक सोई करता येतील. 17 डिसेंबरला आपण पेन्शनरांचा सत्कारकरणार आहात. त्या प्रसंगी या प्रस्तावावर विचार करण्याचे आश्वासन द्यावे. नागरिकांचीमते अजमाऊन निर्णय घ्यावा अशी कळकळीची विनंती.

जुन्या पत्रात सुचविल्या प्रमाणे पिंपरीचिंचवड महापालिकेने प्रायोगिक तत्वावरएक बसथांबा बनविण्याची प्रक्रिया सुरू करावी. निवडणुकीची आचारसंहिता लागू होण्यापूर्वीबांधकाम सुरू करण्याची प्रक्रिया पूर्ण करावी अशी विनंती. अशा प्रकारचा बसथांबा हाजगात एकमेव असेल. त्यामुळे महापालिकेला शाबासकी जरूर मिळेल अशी माझी खात्री आहे. कृपयावेळात वेळ काढून या कडे लक्ष द्यावे ही कळकळीची विनंती. आशा आहे हे जनतेचे काम मार्गीलागेल. आपल्या अभियात्रिकी विभागाला मी पूर्णपणे साहय्य करेन याची खात्री बाळगावी.

जुन्या पत्रातील मजकूर खालीपुन्हा दिला आहे.

बसमार्ग व बसथांबे विशिष्ठ पद्धतिने बनविले तर स्वच्छतागृहेच काय पदपथविक्रेते,दुचाकीकरिता पार्किंग, पोलिसचौकी या सारख्या सुविधा सुरक्षितेबाबत तडजोड न करिता महापालिकेच्यारस्त्यावरच महापालिकांना देता येतील. त्याकरिता जागा शोधण्याची आवश्यकता नाही. बसकरितासाधारणपणे 5 ते 8 मिटर रुंदीचा रस्ता मुख्यरस्त्याच्या मध्यालगत आखावा. बस या रस्त्यावरयेण्याकरिता फक्त बसस्थानकांवरच सोय असावी. उदाहरणार्थ दापोडी-निगडी मार्गावर बस दापोडीअथवा निगडी येथेंच या मार्गावर जाऊ शकतील.हा मार्ग पूर्णपणे अडथळ्यविना असावा. म्हणजेच जेथे जेथे आडवा रस्ता येईल तेथे बसमार्गाकरिताउड्डाणपूल असावा. बसथांब्यावर जाण्याकरिता मार्ग उड्डाणपुलाखालुन असावा व इतर वाहनेउड्डाणपुलावरुन जावीत. वेगवेगळ्या सुविधा या उड्डाणपुलाखाली कराव्यात. साधारणपणे25-30 मिटर रुंदीचा उड्डाणपूल बांधला तर सर्व सुविधा देता येतील व अपघातांना पूर्णविरामदेता येईल. या मार्गावर केवळ बीआरटीच काय पीएमपीएमएलच्या सर्व बस जाऊ शकतील. याचा आणखीएक चांगला उपयोग होईल. इतर खाजगी वाहने पीएमपीएमएलचे प्रवाशी घेऊ शकणार नाहीत. केवळउजव्या बाजूला प्रवेशद्वार असणाऱ्या बस वापरता याव्यात म्हणून खराळवाडी (पिंपरी) येथेबांधलेल्या बसथांब्यासारखे बसथांबे बांधण्याचे थांबवावे. तेथील बसथांबा शहराची लोकसंख्याकमी करण्यात मदत करेल म्हणून अशा थांब्यांना उत्तेजन देऊ नये.

I have collected information frominternet and news papers. There are 2 exactly opposite views for allowing FDIin retail sector although it has been accepted in other sectors like insurance,banking etc. Opposition puts forth disadvantages of FDI in retail as under:-

1. This is exactly like permitting EastIndia Company from UK to trade in India during 19^th century. Thismeans the FDI investors would make India a slave country.

2. There are over 40 million retailersin the business in whole India. They would loose their business.

Ideal FDI investors and Retailers

3. There are over 50 million unskilledworkers who would loose job and over 450 million people (including dependentsof unskilled workers and retail traders) would starve.

4. Country would became slave towestern powers especially USA.

5. FDI investors would dump foreigngoods and indigenous product won't find place in the market.

6. FDI investors can wait for makingprofit because of their large capacity. They can also sustain losses easily.Once they find the opponents have given up they would change their strategy andsale products at high rate.

7. FDI investors would not givefacilities like medical insurance etc.

Fear expressed by retailers is trueto great extent. However, the government can take precaution to avoid all thedisadvantages. Point by point these are given below.

1. There is a great difference between oldEast India Company of Briton and FDI investors of today. East India Company wastotally a foreign company. What government has proposed that fdi would be limitedto 51%. This percentage could be reduced to 49% to be on safer side. Thereshould be laws to suit Indian condition. For example facilities like healthinsurance, pension etc. should be added in the interests of the employees. Presentretailers could have 25% of shares (stocks) and those who are not in retailbusiness should have 26% or more shares in the company. In management 50%directors should be resident Indians who could safeguard interests of Indianpublic. There would be more restrictions which would not stall such investment.Indian politicians and intelligentsia can always find a solution.

Retailers protest against FDI

2. Fear of retailers that therebusiness would be taken over by fdi investors is baseless. This investment isallowed only in cities over 1 million population. Presently there are 53 citieswith over 1 million population. The total population of such cities isapproximately 100 million. India's population is 1250 million. Therefore, fdiinvestors would be allowed to serve less than 8% population. Customers in thesecities cannot be wholly dependent on hyper malls. There are reasons likedistance from residence, home delivery on sending message, direct contactbetween retailer and customer, easy way to exchange goods, relationship betweencustomer and the retailer, availability of requirements at suitable time,availability of information directly from the retailer, credit for a shortperiod say 1 month etc. Because of these reasons customers would still preferto get their requirement from retailers rather than go long distance, pay forparking wait in line etc. in hyper malls. The only disadvantage for retailersas per my guess is they would not be able to charge high rates and their profitmargin would be limited to say 10%.

3. Fear of unemployment of unskilledlabour also is not justified. FDI investors shall not be working personally inday to day working of hyper malls. They would need manpower. This manpower needmay be for semi-skilled and skilled jobs. India need to accept this change andpeople should acquire skills to get job. This is in the interest of people, inthe interest of development. Even if direct manpower requirement is reduced,indirect requirement shall increase and total requirement may be more thantoday. Hyper mall would need transport, wider roads, cold storages, accountmaintenance etc. Indians should accept this change and help in their owndevelopment.

FDI is Beautiful

4. There is a truth in the statementthat Indian politicians could become slaves to fdi investors. Even in USA bigplayers in hyper malls control American Congress. Politicians are slaves toeasy wealth. However, this is not a big problem. Fundamentally, politiciansneed huge money in present system to get elected. This must be changed. How? Readhere. Once the present system is reformed politicians would not need money toget elected and fdi investors cannot make politicians as their slaves.

5. FDI investors shall be interested indealing in goods needed by customers and their own profit. They shall try tosell high price items with the best quality as well as low cost articlesaffordable to customers. If Indian goods with high quality and low price areavailable they shall not think about goods from their own country. After allthey are traders not the gods! What is needed is to compete with foreign goods.India must study why foreign goods are cheaper and still possess high quality.We must find our own way to achieve higher quality and lower price. India has donethis in past much number of times and we could face this challenge. Indianscientists have developed indigenous rocket engines when there wererestrictions placed for importing those. In addition India could place somerestriction that certain percentage of goods must be purchased from localindustry/small scale industry for certain period i. e. till Indians are in aposition to compete with foreign goods.

6. It is true that in business toestablish monopoly traders sustain low profit or even losses till thecompetitors are driven out from business. FDI investors may adopt this policy.However, present Indian retailers can fight this situation bravely. They shouldform a association and that would be much bigger and stronger than the fdiinvestors put together. This association should have its own bank, own good preservationand storage facility, good transport facility and research cell etc. Theyshould encourage customers to open bank account with association's bank at Zerobalance with chequebook facility. Research cell should develop a flawlesssystem for payment by customers by cheque instantaneously. This would need acomputer programme and internet. Amount of bill should be filled on a signed(and or thumb impression) and the cheque should be processed for findingavailability of balance. If balance is adequate the cheque should be signed(and or thumb impression) again and presented to machine to completetransaction. The money should be transferred only to the account of retailerfrom whom goods are purchased. This method of money transfer shall be as goodof payment through cash and still much safer. Money shall be instantaneouslytransferred to the account where a customer purchases his requirement. Thisshall prove to be safer than credit/debit card and requirement of holding cashor "Change" The government need not print paper currency, speciallyhigh denomination currency.

7. The government can always insist onfacilities to be provided by fdi investors for their employees.

China is No. 1 in FDI

I have found that the government hastaken great lead in making India as the most suitable destination for fdiinvestors. India ranks second (First is China) in fdi investment and for ourdevelopment we need investment. All Indians should welcome this move andsuggest modifications and not place obstacles in fdi. I have found some usefulinformation on fdi from internet and news papers. This is available in the nextsection of this article.

Under the Industries (Development &Regulation) Act, 1951, industrial license is needed only for items falling underthe list of compulsory licensing, reserved for small-scale sector, if location attractsrestriction, all industries are exempt from industrial licensing required to filean Industrial Entrepreneur Memorandum. Only notification need and not prior approval.

Development of over 13,000 km of highways is near completion, theElectricity Act, 2003 facilitates reforms in power sector such as permitting tradingin electricity and no prior approval for captive generation, airports at New Delhiand Mumbai have been upgraded, Sagar Mala is a major programme aimed at developingports and shipping sector at an estimated investment of $22 billion is inprogress, forward development in telecommunication sector like wider band and sharpdecline in telecommunications cost, an empowered sub-committee of the National DevelopmentCouncil has been setup on creating an investor friendly climate and removing regulatorybarriers to investment, all IPR Laws are TRIPS compliant, simplification and re-engineeringof work procedures has been undertaken. Political analysts and observers however,are of the opinion that political turbulence, workers' unions (those intendingto put money in the state often back track at the last minute taking intoaccount the unfriendly nature of the workers' unions along with other politicaldisturbances), red-tapism and associated corruption and have are mostly responsiblefor driving investors-domestic and foreign-away. Examples are departure of TataMotors' Nano factory from Singur, Bengal bandhs have cost Rs. 11,000crore (Assochamreport shows frequent bandhs cause the state to lose 12.5 lakh man days in 2006,Andhra Pradesh lost 240000 man days, Rajasthan 130000 man days and Tamil Nadu70000 man days. Dr. Man Mohan Singh, PM addressing Youth Congress Rally on FDI

Prime Minister Man Mohan Singh addressingthe Youth Congress rally during Nov 2011 assured that foreign direct investment(FDI) reforms would be beneficial for the farmers. He however said that the Centrewas not forcing any of the state governments to implement FDI in retail if thestate government thinks it is not profitable.

पुण्यातील टेकड्यांवर बांधकामास शासनाने दिली परवानगीः

बीडीपीच्या अनुषंगाने टेकड्यांचा विकास करणे उत्तम. परंतु त्याकरिता लागणारानिधी ना महापालिकेकडे आहे ना राज्यशासन मदत करू शकते. तेथे झोपडपट्ट्या मात्र निर्माणहोतील. त्यामुळे 4 टक्के बांधकामांना परनवानगी देऊन टेकड्या वाचवण्याचा उपाय उत्तमआहे. तसेच4 टक्क्कयाचा नियम कायम ठेवावा. पुढे कधीही त्यात वाढ करू नये. परंतु, पुर्वानुभव लक्षात घेता बांधकाम व्यवसायिक त्याचा गैरफायदा घेण्याची शक्यता100 टक्के आहे. या व्यवसायिकांकडून टेकड्या वाचवावयाच्या असतील तर त्याकरिता परनवानगीबरोबर नियम बनवून त्यांचे काटेकोरपणे पालन केले पाहिजे. माझ्यामते खालील अटी आवश्यकआहेतः-

1. जमीन 99 वर्षांच्या भाडेकरारावर द्यावी.हा भाडेककरार वंशपरंपरागत चालावा, म्हणजेच मूऴ जमीन मालकाचे वारसदार व उमारत बांधणाराचेवारसदार हे या कराराने बांधले गेले पाहिजेत. वारसदारामध्ये नवीन करार करण्याची आवश्यकतानसावी.

2. या जमीनीचे अधिमूल्य दर 6 महिन्यानीम्हणजे मार्च व सेप्टेंबर महिन्यात शासनाने मान्य केलेल्या किंमती एवढे किंवा दर सहामहिन्यांनी 6 टक्के वाढ असणारे किंवा बाजारभावाप्रमाणे यां मध्ये जे सर्वात जास्त असेलते असावे.

3. जमीनीचे भाडे जमीनीच्या अधिमूल्याच्या 8 टक्के किंवा बँकेच्या10 वर्षे मुदतीच्या ठेवीवरील व्याजाएवढे असावे. हे भाडे दरवर्षी एप्रिल व ऑक्टोबर महिन्यापासूनअधिमूल्यात झालेल्या बदलावर द्यावे तसेच हे दरमहा पद्धतीप्रमाणे मूळ जमीनमालकाला त्याचेहयातीत व नंतर त्याच्या वारसांना बँकेद्वारे द्यावे.

4. 1 हेक्टरपेक्षा मोठे तुकडे प्लॉटम्हणून पाडावेत. गृहनिर्माण व्यावसायिक तसेच संस्थांकरिता ही मर्यादा सभासदसंख्येच्यानिम्मी किंवा जास्त असावी. म्हणजेच 10 सभासदांच्या संस्थेकरिता कमीत कमी 5 हेक्टर.

5. वीज, पाणी, मलनिस्सारण, पावसाळी पाण्यांचीगटारे, रस्ते, टेलिफोन, सुरक्षाव्यवस्था वगैरे सोई प्लॉधारकानी स्वखर्चाने कराव्यात.

6. प्रतिहेक्टरी कमीत कमी 500 देशी झाडेव औषधी वनस्पती जगवाव्यात. कडूलिंब, वड, पिंपळ, आंबा अशा झाडांना प्राधान्य द्यावे.झाडे कमीत कमी 5 मिटर उंचीची असावीत.

7. जे कोणी सध्या जमीनमालक असतील त्यांचेकरिताघरे बांधणे, नोकरी देणे अशी व अशा प्रकारची जबाबदारी जमीन विकत घेणावर असावी. याचाचअर्थ वीज-पाणी-मलनिस्सारण-पावसाळी पाण्यांची गटारे-रस्ते हे ही त्यांचीच जबाबदारी असावी.हे सर्व त्यांनी स्वतःकरिता बांधकाम सूरू करण्याअगोदर पूर्ण केले पाहिजे.

8. या सोईंची देखभाल तसेच दुरुस्तीचीकाळजी भाडेकराने घ्यावी व त्याकरिता लागणारा खर्च करावा.

9. महापालिकेने फक्त टेकडीच्या पायथ्यालारस्ता बांधून तो मुख्य रस्त्याला जोडावा. या पेक्षा कोठलीही जबाबदारी घेऊ नये. हा रस्ताकेल्याबद्दल टेकडीवर जागा घेणारानी महापालिकेला नियमित कर द्यावा.

10. बांधकामाचा आराखड्याला मान्यता देतानाबांधकाम कसे करावे या बद्दल सूचना असाव्यात. साधारणतः सूचनां मध्ये खोदकाम करताना ध्यावयाचीकाळजी, बांधकाम करताना घेण्याची काळजी, कोठल्य स्टेजला महापालिकेची मेजूरी मिळवावयाचीत्याची माहिती, वांधकाम करणाऱ्या मजुरांची काळजी या व अशा सारखे मुद्दे असावेत.

11. महापालिकेच्या कर्मचाऱ्यांनी अनअधिकृतबांधकाम होणार नाही याची काळजी घ्यावी. त्याकरिता महापालिकेने विशिष्ठ कर्मचाऱ्यावरही जबाबदारी टाकावी तसेच ती जबाबदारी व्यस्थित पार पाडली जाते किंवा नाही हे पाहण्याकरितापर्यवेक्षक नेमावा. या उपर अनअधिकृत बांधकाम झाल्यास ते पाडून टाकावे व त्याचा खर्चनेमलेल्या कर्मचाऱ्यांच्या मिळकती विकून वसूल करावा. हे कर्मचारी नोकरीत राहण्यास योग्यनसल्याने त्यांनासेवानिवृत्तीचे कसलेही फायदे न देता काढून टाकावे.

अशाप्रकारे टेकड्या सजविल्या तर पर्यावरणरक्षणाला मदतच होईल. भलेही काही टीका करतील की या टेकड्यां फक्त श्रीमंतांच्या करिता शासनाने दिल्या. जर कोणी पर्यावरणाला मदत करत असतील तर त्यांना हा लाभ कादेऊ नये? हे करताना दुरुपयोग होणार याची काळजी महापालिकेने व शासनाने घ्यावी. जर दुरुपयोग झाला तर करणारा व काळजी घेणारा या दोघांनाही शिक्षा झाली पाहिजे.
