Changes needed in Town Planning:

Presently town planning in India is improving. However there is a great scope for its improvement. Floor Space Index (FSI) control is considered as a magic stick for every problem/difficulties faced by citizens. More stress is given on acceptability by certain group of people. This group is considered as vote bank by politicians. What is needed is town planning should be for entire population and address every need however small it may be. Many examples could be given. These are washrooms for ladies and men, space for hawkers, bus stops for public transport buses, reliable and speedy public transport, and accommodation for people living in shacks, accommodation and care of senior citizens. To save space the list is trimmed here.  In order to ensure that each and every need of people is addressed a town planner must be given opportunity to contact people in every field to understand needs. This may be better performed by a team of people expert in conducting population surveys. They could be given a pre-prepared list of needs and asked gather details and additional needs if any. The additional needs found should be included and survey continued. This survey should continue till no more additional needs are found. This data should be used for town planning.

Irrigation of agricutural Land:

So far it is considered that irrigation of land using dams and canals is the best. Agriculture scientists advise Sprinkler or Drip Irrigation to save water instead of surface irrigation. This is useful where floating solids in water are negligible. Present availability of water for irrigation is much less than rainfall as most of the water flows to sea. In Maharashtra State Konkan region is the best example to understand this. Total rainfall (almost entire rainfall is during June to August) is over 3 metres per annum. However during summer even drinking water is not available to villagers. Reason specified by government departments is, reasonably levelled area is not available for storage of rain water. In most of other parts in India tall dams are constructed for storage of water. However, none of the dams is big enough to store entire rainfall in catchment area. Such dams do force people to immigrate. Almost in every case, the government doesn’t take efforts to rehabilitate these people properly and speedily. Thus there is a reason to undertake research in modifying our irrigation system.

Pension system is not a new or not established either by British or present Government of India. It is in vogue since hundreds of years. Earlier its form was different. Kings used to provide for work done by their respective commanders and soldiers by giving some land or authorising collection of revenue. Portion of collection was allowed to be retained by the king’s employee and his/her heirs. British India Government introduced Pension system in India after Indian Independence struggle in 1857. This was a reflection of the Pension system then prevailing in Britain. Governors were empowered to sanction pension to employees. Hence pension was totally governed by governors. The pay scales in the government service in India were planned to enable the “native employees” of the British Government to meet their normal subsistence. Practically nothing was left from the pay to make provision for their post-retirement life. The service conditions did not allow the Government employees to earn any extra income by doing business or through any other profession. British Government decided to provide money cover for their post retirement life of her employees. Rules for Pension System thus started in India was finalised by the Indian Pension Act of 1871.British Government authorised Viceroy and Governors for granting pension. This had been kept outside the jurisdiction of all courts.

Every day there is a news item either Pakistan opened fire on Indian posts or Chinese troops trespassed Indian Territory. Chinese even establish posts as deep as 20 km inside Indian Territory. In both cases India simply sends a warning letter to both the countries. India never gave fitting answer to such attacks by our neighbours. Indian history shows that Indians never attacked any one but only protected themselves. Indians fought save their country, people and honour. However as on today every common Indian thinks that Indian government is incapable of strong reply to them. Indian need not become aggressive in opening conflicts but must answer conflicts created by others in their language. Retaliatory action against China and Pakistan is desired by a common Indian.

Whom Should Anna Hazare Support? NaMo or SoGa?

Anna Hazare has declared that he has no intension to join politics or participate in election. This is one of the good decisions taken by him. Anna’s fight is not against any individual but against the actions of an individual. Therefore, there is no reason why Anna should support either NaMo or SoGa? Both of them are politicians and interested in power for their own political party. Interest of nation is limited to the extent voters would vote for them. Anna is rightly considering issues and not individuals. Neither NaMo nor SoGa is interested in support from Anna. They know that Anna is for a common man. He would support every thing done by both NaMo and SoGa or for that matter any one in the world who works for a common man’s right necessities.

 We have accepted free economy and hence Indians need to accept falling capacity of Indian Rupee while buying goods. Many economists give many reasons for this phenomenon. However none is speaking about responsibility of common citizens and politicians. There are many ways to fight this situation for success. However, mostly politicians and their toons are highly selfish and worried about their own gains even if interest of nation is jeopardized. There is necessity of forcing politicians to work in the interest of nation. They should consider themselves as true servants of nation and not rulers over citizens. If this situation is changed not only the problem about rolling down of rupee but every obstacle faced by every common man shall be over taken. The present situation should be faced with immediate solutions and long term solutions. Immediate solutions could be as follows:-

'Will' means IchhaPatra not MrityuPatra:




Indians generally think that will is the last document to be signed. The reason may be in the name of the document in Indian languages. ‘Will’ is known as MrityuPatra. Mrityu means death and Patra means Document. This may be the reason people think this document once prepared the person would die immediately after the document is signed. One solution to this could be the document should be called as ‘Ichha Patra’ rather than ‘MrityuPatra’. The other aspect is mostly people think that once this document is prepared persons who do not get any share in his/her property would not look after the person during his/her last days. India needs integration:



Disintegration
In fact this is a global need of today. Every nation in the world needs integration. No nation in the world can afford to have different parties or groups with different concepts of solutions to their obstacles or problems. Disintegration leads to differences among groups. Further effect is quarrels leading to fights where in every group try to prove superiority using his/her energy totally against rival group. Thus the energy/resources needed for development of nation are wasted in internal fight. There is every possibility of some external agency would take advantage of this situation for its own prosperity or some advantage. There are many factors (reasons) which result in disintegration. Thermodynamics says natural tendency is disintegration. This science calls it as entropy. There is no single definition for entropy. It is sufficient to understand it as disintegration. This means natural tendency is disintegration. This raises a question when we always praise nature and advocate going with nature why should we go against entropy? The reason is simple. We don’t have enough strength to fight with nature for every issue. Moreover, in almost every case submission to nature is advantageous for us. The only exception may be integration in a society, which is known today as nation. (There is a great possibility that some time in future whole world or the universe may be accepted as society. This is a dream of Indian philosophy since a long time).

Government does have responsibilities towards citizens. In order to fulfill responsibilities the government needs adequate funds. The government collects these funds through tax on citizens.

Responsibility of the government is divided in to 3 parts viz. Central Government, State Government and Local bodies. Central government is responsible for certain aspects of governance like foreign policy directly and other aspects like internal security through state government. Day to day problems of citizens like water supply are looked after by the local bodies (like municipality, municipal corporations etc.). All governments i.e. central, state and local bodies collect taxes from citizens at their own level. There is no systematic arrangement for collection of taxes centrally and distribution to central, state and local bodies. This has created complication for tax collectors and payers like wholesale and retail traders. This situation does warrant attention and resolve it for easy collection, control and distribution.
