         Almost at every place in India cost of shelters is increasing many folds. The major reason is land cost is going up in geometric progression. Increase in construction cost may be taken care off but not land cost. Land cost is following general law i.e. demand and supply. Day by day demand is increasing while supply dwindles. The government relies more on private partnership due to non-availability of adequate funds for development work. This is a welcome move. In fact Indians could not even dream of getting good roads in a short time of just a few years or months. However, there is a need to modify this policy. Off late citizens are complaining about the toll collected by the private party who constructed highways. Government does neither stop collection nor justifying the collection. This must stop. Government must make a policy for PPP so that neither of the parties loose nor suffer monetary loss.

Town Planning in Smart City

Development of villages/towns/cities is undertaken for centuries. However, it is noticed by a common man that same mistakes or shortcomings are repeated over and over again. Some examples are non availability of safe footpath/sidewalk for use by pedestrians, non availability of public sanitary facilities within reach; specially for women, absence of traffic control etc. Although, solution can be easily found for these needs, in practice these are always neglected. Negligence can be considered as main hindrance. Space can be found even in existing places. New places must be planned considering all needs irrespective whether big or small, less or more important etc. Common man expects many things from smart city. You may glance at expectations.  In development of villages or rurl area there is an inescapable need of educating villagers about the government plans. All social workers and those in administration must give due consideration to this need.

Government of India, in fact NaMoJi is very particular about smart cities. He has declared that 100 existing cities would be converted in to smart cities in India. For this purpose G of I and concerned state government shall provide Rs. 1000 crores (Probably this money may be per annum). Rest of the expenditure is from the resources of the city concerned. After spending huge money may I expect the smart city would be having following facilities?

1.      There is a problem of people coming to city to earn livelihood. These people initially stay on footpath and then find some vacant place and construct shacks as residential arrangement. Would this smart city have a solution for this? Would there be temporary sheds to accommodate job seekers and then find them permanent accommodation?

2.      Those who are staying in shacks (JJ colonies) need permanent houses. Would they get such houses at the rate construction cost at nearest location?

Survey shows that India needs approximately 100 million houses, mostly in urban area. Housing in rural area appears to be not considered in the survey. Demand for housing in rural area is for want of funds needed for housing. People do want better houses with sanitary facilities in rural area also. On account of poverty people in rural area don't think about a better housing and are forced to be satisfied with shacks they possess. The second difficulty is land for housing in urban area. Present practice is to add villages on periphery of a city or town to make available land for housing of urban needs. While doing these services are not considered. Once housing projects get completed people occupy those and then find many problems like water, transport, electricity, sewage disposal, marketing and so on. The present method is trying to place cart in front of a horse and expect the horse to pull the cart.

Presently town planning in India is improving. However there is a great scope for its improvement. Floor Space Index (FSI) control is considered as a magic stick for every problem/difficulties faced by citizens. More stress is given on acceptability by certain group of people. This group is considered as vote bank by politicians. What is needed is town planning should be for entire population and address every need however small it may be. Many examples could be given. These are washrooms for ladies and men, space for hawkers, bus stops for public transport buses, reliable and speedy public transport, and accommodation for people living in shacks, accommodation and care of senior citizens. To save space the list is trimmed here.  In order to ensure that each and every need of people is addressed a town planner must be given opportunity to contact people in every field to understand needs. This may be better performed by a team of people expert in conducting population surveys. They could be given a pre-prepared list of needs and asked gather details and additional needs if any. The additional needs found should be included and survey continued. This survey should continue till no more additional needs are found. This data should be used for town planning.

So far it is considered that irrigation of land using dams and canals is the best. Agriculture scientists advise Sprinkler or Drip Irrigation to save water instead of surface irrigation. This is useful where floating solids in water are negligible. Present availability of water for irrigation is much less than rainfall as most of the water flows to sea. In Maharashtra State Konkan region is the best example to understand this. Total rainfall (almost entire rainfall is during June to August) is over 3 metres per annum. In most of other parts in India tall dams are constructed for storage of water. However, none of the dams is big enough to store entire rainfall in catchment area. Such dams do force people to immigrate. Almost in every case, the government doesn’t take efforts to rehabilitate these people properly and speedily. Thus there is a reason to undertake research in modifying our irrigation system.

India i.e. Bharat is thirsty and hungry for energy. It is commonly accepted that per capita energy consumption is significantly low in India. However even this low demand is not met by the existing energy infrastructure. India need dependable source of energy. There is lot said about solar energy. It is considered safe and that is true to a great extent. However, harnessing energy at one place and utilising at some other place also would create environmental imbalance. Conventional sources of energy are also responsible for this energy imbalance. Therefore there is need to accept this imbalance and find a solution to meet energy needs unless we decide not to use any other energy source except muscle power.
