Is helping Citizens doing unauthorised Construction Right?

Citizens are demanding illegal demands and that to as if that is their fundamental right. Generally theses are as under:

1. Additional construction in a flat or house beyond authorised FSI.

2. Rehabilitation of residents in slums constructed inside flood line of a river.

3. Rehabilitation of slums in the same place where slum exists.

4. Regularising buildings constructed within Red Zone.

5. Regularisation of small plots less than 100 or even 50 square metres.

6. Free flat in residential area.

Citizens' Charter and Voters' List:

Honourable Anna Hazare has forced the government to accept minimum 3 demands. One of the demands is "Citizens' Charter". The government had no difficulty in accepting this demand. It already exists for every government office. However, it is hardly implemented in practice. Every office is liable for maintaining Standing Orders (both issued by higher office and the same office), Emergency Orders and Fire Orders. These orders clearly indicate working and actions to be taken under different conditions. Higher office issues standing orders for subordinate offices giving responsibilities and powers to various categories of employees. Orders issued by the office shows names of employees for a particular responsibility. Hence there is never a doubt about powers and responsibilities. With change in the office head and employees the orders are updated. However, this is not meticulously followed in many of the offices.

Should Voting be Compulsory in India?

In democracy it is believed that elected candidates represent citizens and work for aspiration of the people. Past experience shows that approximately 15% of total voters in an election constituency are adequate to get elected. Fundamental reason is 50% or more don't vote at all. There are many contestants in which 3-4 are of major consideration. Therefore even 15% or less voters vote for a particular candidate the candidate gets elected. How can a candidate elected by 15% voters be people's representative? Ideally the candidate who is supported by 100% voters should be considered as people's representative. In practice it is difficult. The other solution should be the candidate should be supported by over 50% voters. This should be considered as a reasonable criterion. In order to fulfil this criterion almost all voters must vote.

तीर्थक्षेत्रों का विकास:

भारत में तीर्थक्षेत्र विकसित है। मगर बहुत सारे सुरक्षित नही है। सभी तीर्थों को सुरक्षित करना हमारा कर्तव्य है। असुरक्षित होने का कारन मंदीरों के पास बिना नियोजन बसाई गयी बस्ती. कई जग़ह मंदीर और बस्ती में कोई दूरी भी नही। आतंकवादी इस का फ़ायदा ले कर मंदीरों को क्षति पहुँचा सकते है। वैसे भी सभी तीर्थक्षेत्र साफसुधरे रखने के लिये काफी खुली जग़ह होनी चाहिये। खुली जग़ह में बगिचा बनाकर, पौधें लगाकर वातावरण निर्मिती हो सकती है। प्रसन्न वातावरण हो तो भाविक भी खूष होंगे। यह करने के लिये जग़ह उपलब्ध होनी चाहिये। जग़ह एक ऐसी चीज़ है वह बाजार में अपने नियमोंपर मिलती है। बहुतांश तीर्थक्षेत्र में जग़ह मिलना नामुमकीन दिखाई देता है। दुनियाँ में ऐसा कोई सवाल नही उस का उत्तर ना हो। प्रयत्न करे, तरकीबे सोचे तो जमीन मिल सकती है याने उपलब्ध की जा सकती है।

Education and Employment:

India is nation of young people meaning we have manpower for doing development and routine work. Literacy rate in India is increasing continuously. Among males it is over 80% and female over 60%. All young persons wish to earn their livelihood and there is demand from all sectors viz the government, public and private sectors. However, in spite of demand and supply there is simultaneous situation of unemployment and non-availability of manpower. This is the most trivial problem and needs a solution.

Scarcity of Manpower in Police Force:

A news item says there is shortage of more than 1300 IPS officers. In fact in police force shortage is experienced all the time. There is so much manpower is available in India, there are so many unemployed and still there is shortage of manpower in every place whether the government sector or private sector. Reason given is trained manpower or capable persons are not available. On the other hand trained manpower from armed forces is wasted. They are used as chowkidars or security officers in private sector. The government doesn't even think of making use of this disciplined trained force.

Nineth Freedom struggle: नौवाँ स्वातंत्र्य संग्रामः

कहा जाता है कि, सन्माननिय अण्णा हजारे जनता के लिये दूसरा स्वातंत्र्य संग्राम लड रहे है। मगर भारत को इस के पहले कम से कम 4 दफा परकिय आक्रमकों विरुद्ध और 3 दफा अंदरुनी शक्तिओं के विरुद्ध संग्राम करना पडा। अभी  भी आतंकीयों के विरुद्ध लडना पड रहा है।

भूमिअधिग्रहण कानूनः

भूमिअधिग्रहण कानून 1885 या 1894 में अंग्रेजोंने बनाया था। अब तक उस में 18 संशोधन हुअे। प्रस्तावित संशोधन उन्नीसवाँ है। इतने कानून बनानेसे कानून का मतलब आम आदमी के समझ में नही आता. उसका मतलब है की शासन चाहती है की, जितनी जादा मतभिन्नता हो उतना अच्छा है। जरुरत पड़ने पर चाहे जैसा मतलब निकाल सकते है और न्यायालय मे जाकर जितना विलंब करना है उतना कर सकते है। भूमिअधिग्रहण विकास कामों के लिये आवश्यक है। जनता विकास चाहती है। मगर किसानों के लिये जमीन माँ समान है। कोई भी बस चले तो जमीन नही देगा।  इधर जादा जानकारी मिल सकती है।

आठवे स्वातंत्र्ययुद्ध Eighth Freedom Struggle.

सन्माननिय अण्णा हजारेनी पुकारलेला जनतेचा लढा हे दुसरे स्वातंत्र्ययुद्ध आहे असे म्हटले जाते. परंतु, भारताला या आधी कमीतकमी 4 वेळा परकीय शक्ति विरुद्ध व 3 वेळा अंतर्गतशत्रू विरुद्ध लढा द्यावा लागला आहे. सर्वप्रथम सिकंदराच्या सैन्याला भारतातून हाकलण्याकरिता आर्य चाणाक्य पुढे सरसावले. सर्व राजांची फौज एकत्र आणून भारताला ग्रीकांपासून स्वतंत्र केले. त्या नंतर तुर्कस्तान, इराक, इराण, अफगानिस्तान येथून आक्रमणे झाली. 

क्या जनता को लोकपाल मिलेगा?

जनलोकपाल की शर्तें जनता को राहत देने के लिये है। भारत में पिछले 64 साल में कई भ्रष्टाचार हुये। कहते है कि 910 लक्ष करोड से भी जादा। मगर सबसे जादा जनता तंग आयी है क्यों की, शासन के दफ्तर में कोई भी काम करवाने के लिये पैसा देना पडता है। कोई भी शासन के दफ्तर में कौनसा काम किस तरि के से होगा इस की जानकारी नही देते। शासन के कर्मचारी कानून का सहरा लेते है मगर कानून किसि को नही बताते। पैसा ले कर भी चक्कर कटवाते है।

Scams in India since 1948 and Solution:

I received an email giving list of all scams in India since 1948. The email further suggests that further scams could be avoided if Jan Lokpal bill is adopted by India. A table gives the reasoning and effects which would be produced by Lokpal conceived by present government (Congress Party of India known as Indian National Congress) and that conceived by civil society lead by Shri Anna Hazare, a Gandhian social activist. On paper the Jan Lokpal Bill appears to be perfect. However, just a Lokpal cannot stop corruption because he/she also a person selected by a team which may be corrupt. Thus the Lokpal may be corrupt or may turn to be corrupt. There is no guarantee that Lokpal shall not be corrupt. Lokpal should be considered as a first step towards war (It is no more a fight now) against corruption. Honourable Anna Hazare also says same thing. I have sent an open request to Annaji to take up issues as listed at here. I hope he takes up all issues 1 by 1 and frees India from corruption.  I read this on facebook. How far it is true only Dr. Swamy would know. Read what I received in email now.

Is Agitation Against Corruption Democratic?

Presently (August 2011) people in India are agitating against corruption. Shri Anna Hazare a renowned social worker is leading people's struggle. Although this is people's agitation supporting Shri Anna Hazare and his close colleagues for Jan Lokpal, a strong Lokpal some, especially in the ruling party think that the agitation is against constitutional provisions. Constitution gives full authority to Parliament of India to make, modify and delete laws. A common man has no authority to take these actions. Anna Hazare and his civil society have no right to dictate any condition in any of the laws in India.

शासन को धन्यवाद:

अन्नाजीने भारत के जनता की माँग समझ ली। अन्नाजी का संसदिय लोकशाही में पूरा विश्वास है। अन्नाजीने शासन को विश्वास दिलाया था की, संसद का फैसला मैं खुद और जनता मानेगी। जनता को हररोज भ्रष्टाचार का सामना करना पड़ता है। भ्रष्टाचार की वज़हसे जनता का जीना हराम हो गया है। शासन के कोई भी दफ़्तरसे छोटे से छोटा काम भी घूस दिये बगैर होता नही है। मृत्यु का दाखला भी बिना घूस दिये बगैर मिलता नही।

विकास झालाच पाहिजे. याबद्दल दुमत असू शकत नाही. परंतु, विकासाकरिता जमीन, पाणी, वीज, रस्ते वगैरेंची नितांत आवश्यकता आहे. ही आवश्यकता पुरी करण्याकरिता कोणाला ना कोणाला त्याग करावयास पाहिजे. बहुजन हित पाहता 2-4 जणानी त्याग केला व 2-4 हजारांना फायदा होत असेल तर त्या दोन-चार जणानी त्याग करणे इष्ट आहे. त्याच बरोबर 2-4 हजारांनी त्या 2-4 जणांची काळजी घेणे हेही ओघाने येतेच. 2-4 हजारांनी ही बांधिलकी लक्षात घेऊन जर वर्तन केले तर 2-4 जण नक्कीच त्याग करण्यास तयार होतील व त्याग करतीलच. भारतात हे नक्कीच शक्य आहे.

India needs a Secular Political Party else ..

Else India would be divided in to many independent nations. Presently there is not a single secular political party.  Read here. Unfortunately meaning of secular is taken as either equality of religions or non-religious.

Imbibe Fear of the God:

I remember an incident in my early life when I joined government group 'A' service. Once, my assistant came with a complaint that a particular employee doesn't do his work sincerely. I was under 25 years then and had only a few weeks in government service. My assistant wanted a solution to make an employee work.

सन्माननिय बाबाजीसे मेरी प्रार्थना:

सन्माननिय अन्नाजी भ्रष्टाचार के खिलाफ़ लडाई लड रहे है। भारत के सामने कई मुद्दे है। भ्रष्टाचार के साथ आतंकवादी हमले, महँगाई, शिक्षा वगैरे। आतंकवादी हमले, इस मुद्देपर अभितक किसीने पूरा ध्यान दिया नही। जब भी हमला होता है दो चार दिन इसकी चर्चा होती है, कुछ महिने जाँच होती है, न्यायाल का फ़ैसला होता है और शासन और जनता अगले हमले की राह देखते रहती है।
